• k. The operator and the land otivncr of the portal area and <br />surface plant area is the Applicant, Arness-McGriffin Coal Com- <br />pany, Durango, Colorado. Most of [he access road to the upper <br />portal, P-2, is on Colorado State land. No changes are planned <br />in the reclamation procedures as outlined here. <br />1. Trees native to the property area will be planted in all re- <br />seeding efforts whether during the mining operation or after its <br />termination. Evergreens are the most prevalent type of tree <br />in the area now. <br />m. Access roads constructed for use during the mining opera- <br />tion will be available after the operation has ceased. The roads <br />can be used as needed in the planting of trees or in the supervision <br />• of reclamation in the immediate portal areas. <br />n. Applicant presently has no plans for public use of the por- <br />tal or surface plant land, primarily for safety reasons. Rights of <br />trespass to explore and develop the coal deposits has been granted <br />in the lease fiom the State of Colorado on Section 16, 35N, ].OW. <br />The surface of this land may also be used for such recreation or <br />other similar uses as the state nay allow, <br />o. The affected land is not presently grass or range land <br />because of its steep terrain and limited vegetation which grows on <br />more moderate slopes or level areas.
