Ferguson
Natural Resource Consulting
6000 West Mansfield, #15
Denver, CO 80235
Subject: Carbon Junction Coal Mine, Durango, La Plata County, Colorado
Mr. Ferguson:
The Fish and Wildlife Service (Service) has reviewed the information you sent
us on the subject coal mine on behalf of the Colorado Division of Minerals and
Geology. There are several endangered and candidate species that may occur in
the mining area.
• ENDANGERED SPECIES
Bald eagle Haliaeetus leucoceohalus
Peregrine falcon Falco ~eregrinus
Colorado squawfish Ptvchocheilus Lucius
Razorback sucker Xvrauchen texanus
The lower Animas River is a known wintering area for bald eagles. If winter
roost trees are located near the mining site activity should be avoided within
1/4 mile of the roost between November 15 and March 15. If maintenance work
is required in this time frame work should only be conducted between 10:00
a.m. and 2:00 p.m.
There are two historical peregrine falcon breeding territories established in
1986 that encompass the mining area. Actual nest sites may have shifted since
1986 and nests should be searched for prior to activity. No disturbance
should be allowed within 1 mile of nesting peregrines between March 15 through
July 31.
The endangered fishes do not actually occur in the drainages by the mining
area but if there is any water depletion associated with mining activities it
could impact the endangered fishes in the San Juan River. If there is any
depletion to the San Juan River Basin the lead agency should enter formal
consultation with the Service. Also, contaminants created by mining activity
• could impact the fishes and should be detained by retention ponds or other
means.
