Attached is a copy of review comments from the OSE. <br />Please respond. <br />The applicant states on page 11 that the operation will not affect groundwater quality on or <br />off the site. The applicant also states in the mine plan that the deposit to be mined is an alluvial <br />deposit directly associated with the Yampa River. And, the applicant states on page 5 that a <br />fueling/lubricating station will be located on-site. Please indicate the measures that will be <br />employed to minimize the potential for leaks and/or spills of fuel or lubricants to adversely affect <br />the surface and/or groundwater within the affected land and surrounding area, ie: Will a berm <br />and/or liner system or other containment system be used? IF yes, please describe such system. <br />JAI. The applicant states on page 13 that the mining operation will impact groundwater systems <br />hydrologically connected to the Yampa River. In conformance with Rule 6.4.7(2)(b), please <br />identify and characterize all known aquifers to be mined through or affected by the proposed <br />operation. <br />VII. The applicant states on page 13 that the depth to groundwater ranges from approximately 0 to <br />5 feet across the proposed site. Please explain what time of year (spring, summer, fall, winter) <br />this 0 to 5 feet groundwater level relates [o and the source or basis for this measurement. If <br />different, what is the expected high groundwater elevation during a "wet" time of the year? If <br />different, what is the expected low groundwater elevation during a "dry" time of the year? Please <br />respond. <br />u.3~ The mining plan specifies dry mining and dewatering activities. The mining plan specifies <br />that up to 84 acres will be excavated over a period of IS years and to a depth of approximately 3l <br />feet. Exhibit G on page 13 specifies that the consumptive use of groundwater from exposed <br />mining activities will only have a minor impact on the Yampa River and that the impacts can be <br />mitigated without injury to senior water rights. Please indicate the vertical and horizontal extent <br />of proposed impact to the groundwater system within the affected land and surrounding area due <br />to dewatering activities and any mitigation measures that may be employed during dewatering to <br />minimize such possible impacts. Also, please indicate whether the assessment of groundwater <br />impacts is based on quantitative analysis using existing site data or on a subjective analysis based <br />on similar dry mining operations. It may be useful to describe the maximum pit inflows expected <br />(based on known aquifer permeability and transmissivity as well as maximum surface area of <br />exposed pit wall) ,and pumping rate needed to assure dewatering of the pit for dry mining. <br />Please respond. <br />6.4.12 EXHIBIT L -Reclamation Costs <br />The Division has reviewed the reclamation cost and agrees that a total cost of $2~ is <br />acceptable for a maximum disturbance a[ any one time of 34.8 acres. <br />~a73,oo0 <br />~U ci.~pa <br />
