Attached is a copy of Rule 3.1.5(9). Please respond. <br />W: The applicant states on page 6 that during mining and prior to reclamation, the phase walls <br />will be a nearly vertical O.SH:1 V slope. In conformance with Rule 6.4.4(d), please quantify the <br />maximum number of linear feet of pit wall that will be exposed (at a O.SH: l V slope) at any time <br />during the operation. <br />The applicant states on page 6 that although the interior phase wall will remain disturbed and <br />vertical until the phase is mined out, the exterior walls of the phase will be backfilled, graded to a <br />3H:1 V slope, and seeded as mining progresses. Please clarify whether these backfilled pit walls <br />will be topsoiled prior to seeding with the reclamation seed mix. <br />6.4.5 EXHIBIT E -Reclamation Plan <br />'lE~The applicant states on page 8 that the sediment basins used to create replacement wetlands <br />will be filled with process fines to within 1 to 3 feet of the existing groundwater elevation. <br />Please explain how the elevation of the groundwater table and the final elevations for the basins <br />will be determined at the time of final reclamation. This is particularly important if there is <br />likely to be seasonal fluctuation of the groundwater table. Please address. <br />~7'The applicant states on page 9 that topsoil will be replaced to a depth of 4 to 6 inches. The <br />Division encourages the appliandoperator to include the use of subsoil and/or processing fines in <br />addition to available topsoil to provide a seedbed of at least 12 to 18 inches. If subsoil and/or <br />processing fines are used, they should be selectively handled, ie: stockpiled and replaced <br />separately from salvageable topsoil. Please respond. <br />~8: The applicant has provided on page 9 an upland seed mix consisting of 9 grass species for a <br />total of 15.0 lbs./Acre P.L.S. The Division suggests [he following changes to the proposed seed <br />mix: 1) eliminate meadow (oxtail and spreading bentgrass from the list of grass species, 2) <br />substitute switchgrass for slender whea[grass and seed at a rate of 3.0 lbs./Acre, 3) eliminate <br />kentucky bluegrass from the list of grass species, and 4) seed redtop at a rate of 2.25 lbs./Acre. <br />The revised seed mix should include a total of six (6) grasses at a combined rate of 15.0 <br />lbs./Acre. Please comment. <br />6.4.7 EXHIBIT G -Water Information <br />The applicant states on page 5 [hat the deposit will be dry mined using dewatering trenches <br />and pumps, and [hat pumps will be used to remove [he water that drains from the deposit and <br />surrounding alluvium into the trench. The Division has received written verification from the <br />Office of the State Engineer (OSE) that well permit no. 56563-F was issued fot' this operation on <br />September 27, 2001. However, the Office of the State Engineer has not authorized pumping at <br />
