• Page 3 March 6, 2002 <br />Disposal of Crusher Fines and/or Waste Asphalt: Crusher fines are rekyded bads into other gravel pit <br />products. As such none of these materials wiH be disposed of in the crushed fines form. The sbk (6) <br />year history of the existing gravel piton the seahorse Ranch, Seahorse Pond Gravel Pit dermrtes that at <br />no time have crushed fines had to be disposed of. Waste asphalt, all production of asphalt at this site <br />shall be completed by an asphalt plant contractor. As a condition of the contract to produce asphalt at <br />this site, all asphalt waste is to be hauled off the site and disposed of at and EPA and State of Cdorado <br />approved site. No asphalt waste is stored at the gravel pit site. <br />Containment of Hydrocarbons: Fuel (diesel) for the excavating and processing equipment is stored at <br />the gravel pit site. Said fuel is stored in portable tanks of less then 5000 gallons. See drawing Exhibit <br />"C for the location of the portable tank. The tank location is to irxiude an earthen containment arourxf <br />the tank location. No other hydrocarbon materials are stored within the gravel pit site. Note, materials <br />such as tube, hydraulic, dl, etc. are stored at the Ameripn Concrete and Gravel maintenance fadlity. <br />Said facility is located just to the north of the Tomichi Creek, on Industrial Park road. <br />Excavating the margin areas: The perimF-#er of each area is to be excavated to a depth of 10'-0" <br />cresting a slope of 3.0 to 1.0. An access road to the center portion of area "B" is to be left for use by <br />the equipment to complete excavating this area. Upon completion of excavating this arm, this access <br />road will be excavated to a tlepth of 10'-0" with a 3.0 to 1.0 slope. Upon opening of area "A"the <br />perimeter of this section will be excavated to a depth of 10'-0" creating a slope of 3.0 to 1.0. Two <br />perimeter areas are to be exduded, along the existing Griffin # 1 Ditch and along the stockpile and <br />equipmenUprooessirrg area. When opened the entire perirr~er of area "C" will be excavated to 10'-0" <br />creating a slope of 3.0 to 1.0. As each of these perimeter areas are excavated and sloped, they are to <br />t7e reclaimed as called for with in the reclamation plan. <br />Perimeter Sloping, ling trenches. To address the concerns of reclamation should excavating of the <br />areas interior stop after the perimeter areas are excavated. The inner side of the perimeter excavated <br />arm shall be sloped to match the outer slope. This inner surface slope will be removed as the interior <br />of this arm is excavated. <br />6kcavaTing interior areas. Excavating of the interior areas will resuR in slopes of 2.0 to 1.0 starting from <br />the perimeter slope (10'-0" depth) to the bottom of the excavated area. The depth of the excavated <br />area is determined by two factors. (1) maintaining a 2.0 to 1.0 slope and the width of the spedfic area. <br />(2) if usable gravel and sand materials are found as the excavation process continues. The exception <br />to this slope rule will be roads necessary to mwe material out of the e~ipvated areas. Said slope will <br />be created upon dosing of such a road. <br />Reclamation liability, acreage effected. During the first phase of the excavating process, approximately <br />9 acres will be effected. The area "B" is to be excavated during this phase. Approximatey 6 aces on <br />the south side of the Old Railroad Grade Read is to be used for processing, stockpiling and equipment <br />parking. During the second phase the entire 12.10 acres of area "A" and 1.5 acres of area "B" will be <br />effected. During the third phase the entire 24.65 saes of area "C", plus 6 acres of area "A and 1.5 <br />acres of arm "B"are effected. tt is to be rested that the 6 aces used in area "A" for stockpiling, <br />processing and equipment parking will be excavated a5 the last phase of this project. During this time <br />period all stockpiling, processing and equipment parking will be moved across the bridge to other <br />American Concrete and Gravel owned property (off site). <br />
