• Page 4 March 6, 2002 <br />Topsoil. It is our error that we stated that topsoil is to be stockpiled with in the set back areas of arty of <br />the excavated antes. These set bads ana3s are to remain undisturbed areas, and are not to be a part <br />of the excavating operation in anyway. Topsoil at the Overall sde varies by arce. WAhin area "B" very <br />limited amount of topsoil exists. In 60% of the aroma, no topsoil exists. The topsoil that does exist is to <br />be stockpiled on the area just to the south of the Old Railroad Grade Road. Because area "B" is small <br />and its perimeter is to be reclaimed as a first step of the Overall excavation, said topsoil will be used to <br />reclaim the perirrre<er areas. Area "A" contains from zero inches of topsoil to 14" (depth) d topsoil. As <br />this area is opened the topsoil will be stodkpiled on the interior area. A portion of the topsoil will be <br />used to red~m the perim~er areas. If any topsoil remains after reclaiming the perimeter, d will be <br />stockpiled at the staging area currently used for the Seahorse Pond Gravel Pit. This loption is 0.5 <br />miles east along the Old Railroad Grade Road, and is on Seahorse Ranch property. ft is undetermined <br />if any extra topsoil material will result from this area. Area "C" contains from 2" to 20" (depth) of topsoil. <br />The topsoil will be stockpiled on the interior M the area when it is opened. A portion of the topsoil will <br />be used to reclaim the perimeter of the area. Any remaining topsol will be stockpiled the same as <br />noted for area "A". <br />Tomichi Creek setbacks, see drawing Exhibit "B". The Corps of Engineers and Seahorse Ranch <br />agreed to setbacks along the Tomichi Creek. The settx'kcks are 75'-0' from the high water mark for this <br />area of the crcek The exception to this is the northeast comer of area "B". As shown on the drawing <br />the set balk and Overall area of this comer is to bean undisturbed area. This arce contains a wetland. <br />In detemrining an aooeptable setback distance, a consideration was given to the fad that the perimeter <br />of the exgvated area would have a 3.0 to 1.0 slope area. And that this area would lxx reclaimed aS <br />soon as it was exk~vated. The slopes with in the undisturixxd setback areas varies, but is very shallow. <br />Using 10'-0" horizont~ measurements the slope is rxR greater then 2" for each 10'-0". This sloping <br />toward the Tomichi Creek The agreement with the Corps of Engineers is that the 75'-0" setback area <br />is to remain undisturbed. The riverbanks are not to be graded or other wise structurally draar>ged. This <br />any of the Tomidti Creek corrtairrs relatively high banks and has a history M rrd flooding. ft has been <br />agreed to add addfional cottonwood trees and native willows to these setbadk areas. <br />FakhitMt E -Reclamation Plan (Rule 6.4.5) <br />Depth of topsoil, perimeter areas. Topsoil will be placed in this areas to a depth of 12". <br />Revegetation Plan. The revegefation plan consists ~ the revegetation of the perimeter sloped areas, <br />and as stated some of the setback areas. These areas will be revegetated using three variations of <br />plantings. These areas will be seeded with grasses that are common to the existing connecting hay <br />meadows. The grasses consist of Redtop, Amerign Sloughgrass, Bluejcnt reedgrass, Slender <br />wheatgrass, Quackgrass, Canary reedgrass and Timdhy. These areas will be seeded during the fall <br />season after the slope has been created. The seeding method is to be "broadcast". Nanowleaf <br />cottornNOOd trees are to be planted along the outer edge of the sloped areas. These trees are to be <br />concentrated along the Tomichi Creek and Seahorse Ranch boundary arms. The trees will not be <br />planted closer then 10' - 0" a part, and may be planted further a part depending on the location. <br />Sandbar willow is to be planted at various locations along the entire perimeter of the excavated areas. <br />These willows will be planted using a duster approach. All tree and willow planting will take place in the <br />spring following the creation of the sloped areas. It is to be noted that this revegefation plan is designed <br />to restore the area to exstng hay meado~nrs and riverbank habitat around the newly created porxi and <br />lake. <br />Lake sizes. See drawing "F". <br />Setback arms. As described above these areas an; to remain undisturbed. <br />Perimeter slopes. The slopes for all perimeter areas are to be 3.0 to 1.0 to a depth of 10'~ of water. <br />Slopes beyond the 10'-0" depth are to be 2.0 to 1.0. <br />Exhitzt F - Reclamation Plan Map (Rule 8.4.6) <br />
