• Page 2 <br />March 6, 2002 <br />Griffin # 1 Ditch: This ditch is planned to be realigned. In general, tt will be set to the south edge of the <br />gravel pit boundary and reenter the existing ditch at the north west comer of the gravel pit area. At the <br />point at which the realigned dttch meets the existing dttch, is the point where the ditch enters existing <br />hay meadows. At present, this ditch runs east to west on the Seahorse Ranch property line at the <br />north boundary of the west portion of the gravel pit area. As such the reentry of the realigned ditch to <br />the existing ditch is inline with the ditch's function to provide inigating water to the existing hay <br />meadows. See drawing F~khibtt "D". Realignment of the ditch does rwt at any time go "up hill". tt is to <br />be noted that Gately Wing Trust, Seahorse Rarrch is responsible for the realignment of the Griffin # 1 <br />Ditch. The Seahorse Ranch will complete this portion of this project, when it is deemed that tt is <br />necessary to make the realignment. The realigned Griffin # 1 Ditch will be on Seahorse Ranch <br />properly, will at some pants run through the undisturbed portions of the gravel pd Overall boundary. As <br />to the timing to realign the Griffin # 1 Ditch, tt is yet to be determined. Current estimates are that the <br />ditch will be realigned some time between the 6 and 10 year after the start of excavating ct the overall <br />site. <br />See drawing Exhibit "C", all operations of the Seahorse Ranch West Gravel Pit are confined to the <br />locations as noted on this drawing. <br />See drawing F~khibit "E", this drawing denotes directions of excavating. And, denotes that portions of <br />excavated areas to be reaained along with the excavation process. <br />Exhibit B -Mining Plan (Rule 6.4.4) <br />Perimeter fence: The perimeter fence is an agreed to item between the Seahorse Ranch and <br />American Concrete and Gravel, LLC. One perimeter fence will be constructed. The Old Railroad <br />Grade Road is to be with in the Overall gravel pit area. Agate already exists on the bridge i.e. entrance <br />to the gravel pit, a second gate will be located at the east end of the road i.e. boundary of the gravel pit. <br />Old Railroad Grade Road: This is the road that is to be use to enter and extt the gravel ptt. All entry <br />and exit to the gravel pit area will be over the existing bridge, west end of the Old Railroad Grade Road. <br />Griffin # 1 Ditch: tt is undetermined just when this d'ttch will be realigned. tt is expected to be realigned <br />some time between 6 and 10 years after the start of excavating at the site. <br />Discharge of water. See drawing 6khibit "C". See Exhit~it "G", this is a copy of the application "Process <br />Water And Stonrrvrater Discharges Assoaated Wtth Sand And Gravel Production Operations (And <br />Other Nonmetallic Minerals 6ccept Fuel)". The discharge of water from the excavated sites will be <br />entirely on to Seahorse Ranch property. This water will flow on to hay meadows, and through various <br />irrigating dddres, thus, returrrirg to ground water and following normal hay rrreadow run off. <br />Wash PIanL See drawing 6khibit "C". SiR will be dredged from the silt pond and wit! be stockpiled, as <br />shown, and sold ~ a gravel pit product. <br />Equipment used for excavation, grading slopes, topsoil repk3cement, processing material, and hatching <br />on stte. The equipment to be used falls undertwo headings. (1) Excavatirxyprocessing/batching. All <br />excavating, processing and hatching shall be completed with portable equipment. See drawing Exhibit <br />"E" for site locations. Excavating shall be completed using tracked type excavators, wheeled front <br />loaders and tracked bulldozers. Processing of materials shall be completed using portable crushing, <br />sorting and handling equipment. Batching, i.e. asphalt hatching. Concrete hatching is completed off <br />site. Asphalt plants shall be portable in stnrcture. Note, asphalt hatching is a seasonal process, an <br />asphalt plant will only be on site during the wane weather morrths. (2) Reclamation grading and topsol <br />replacement. Wheeled motor graders, wheeled front loaders and tracked crawler dozers shall be use <br />to complete this type of work. <br />
