<br />EXHIBIT C <br />MINING PLRN <br />Ace West Trucking is currently mining gravel on the adjacent <br />property to the South of the proposed extension. The subject <br />property will be used to develop a commercial gravel source to <br />mainly serve the needs of Chevron U.S.A., as well as public <br />demands. All equipment used to process gravel will be properly <br />permitted by the State Air Quality Division. Further state <br />permits will be obtained for fugitive dust and storm water as <br />required. The area for consideration includes 9.99 acres. <br />Depending on the amount of recoverable gravel, we anticipate the <br />life expectancy of the pit to be about five years. This equates <br />to approximately 30 thousand tons mined per year and about ten <br />truck loads per day. Within the proposed 9.99 acres exists a <br />previous mining disturbance that was never reclaimed. The plan <br />is to clean up this disturbance as part of the overall mining and <br />reclamation plan. The mining operation will be conducted in such <br />a manner as to maintain existing drainage. All mining and <br />processing operations will be designed to manage storm water <br />runoff, so that no sediments flow to existing drainage. The <br />mining operation will continue North from the existing crusher <br />site. Equipment to be used consists of crawler dozers, <br />maintainers, conveyors, crushers and water trucks. <br />A. The estimated date that mining will commence is July 1997. <br />Mining is estimated to continue for approximately five years, <br />B. The estimated depth of topsoil is between 2 and 5 inches. <br />The topsoil will be stockpiled in the Southwest corner of the <br />9.99 acre site. <br />C. No overburden is anticipated. <br />D. The thickness of the gravel deposit to be mined is 8 feet. <br />E. The mining operation will remain at it present location on <br />the existing gravel pit as shown on Exhibit E. <br />F. The disturbance area and topsoil stockpile are shown on <br />Exhibit E. <br />G. The road servicing the existing gravel pit operations will <br />be used with no anticipated new construction to such road. <br />H. Daily consumption is estimated at 1500 gallons of water or <br />approximately 1/2 load of water in a typical water truck. Water <br />will be delivered to the site in water trucks from Target <br />Trucking. <br />I. During both mining and reclamation no impact on ground water <br />is anticipated. the mining operation will be conducted in such a <br />manner as to maintain the existing surface drainage.
