I• <br />Once the caw maeerial is extracted, the methods of processing are similar <br />for all sand and gravel operations in Colorado. Generally, process•apecacions <br />. include sand and gravel separation, screening, crushing, sizing, and <br />stockpiling. Hashing of the aggregate generates additional waste eaters. In <br />most eases, where practiced, mine pumpout wastewater contributes the largest <br />volume of generated wastewater. Incidental eater uses may include non-contact <br />cooling eater for crusher bearings and vacer Eor dust suppression. This latter <br />eater either remains with the product or evaporates. <br />Coverage Under This Permit <br />Under this general permit, owners and operators of sand and gravel <br />(including rock and stone used as aggregate) excavation and processing <br />operations may be granted authorization to discharge created process generated <br />wastewaters into eaters of the Scace of Colorado. Process generated <br />eastevaters include the following: <br />1. wash eaters: <br />Z. transport eaters; <br />3. scrubber eaters (crusher or classifiers); <br />4. mine devatering (groundwater and/or runoff); and, <br />5. other process eaters as determined by the Director; <br />This permit does not constitute authorization under the provisions of 33 <br />U.S.C. 1344 (Section 404 of the Clean G7acer Acc), of nay scream dredging or <br />filling operations. <br />Authorization under the permit shall require prior submittal of certain <br />facility lnformatlon. Upon receipt of all the required information, the permit <br />issuing authority may alloy or disallow coverage under the general permit. <br />The following list shoes the criteria under which an individual permit may <br />be required instead of a general permit. <br />- 1. Proximity of the operation to a landfill oc mine and mill tailings; <br />2. Evidence of non-compliance under a previous permit for the operation; <br />3. Presence of downstream drinking vacer Lncakes; <br />4. Preservation of high quality eater; <br />5. Production of effluent at the facility not covered under 1 through 5 <br />above under process eaters. <br />6. Addition of Elocculancs (settling agents or chemical additives) co <br />eater prior co discharge. <br />7. The use of Land application as a means of discharge. <br />- 2 - <br />
