Generally, process operations <br />Q ,~ include sand and gravel separation, screening, crushing, sizing, and <br />^~.,¢"' stockpiling. Washlag at the aggregate generates additional waste vacers. In <br />most cases, where practiced, mine pumpout wastewater contributes the Largest <br />``` volume of generated vastevacer. Incidental eater uses may Snclude non-contact <br />cooling eater for crusher bearings and eater for dust suppr~~on. This latter <br />eater either remains with the product or evaporates. <br />Coverage Under This Permit <br />Under this general permit, owners and operators o sand and gravel <br />(including rock and scone used as aggregate) excavac on and processing <br />operations may be granted authorization to dischar created process generated <br />vastevaters Lnto eaters of the State of Colorado. process generated <br />vastevaters include the following: <br />1. wash eaters: <br />2. transport eaters; <br />3. scrubber vacers (crusher or cla~q'sifiers); <br />G, mine devatering (groundwater ~nd/or runoff); and, <br />S. other process eaters as de t,6rmined by the Director; <br />This permit does not constitu authorization under the provisions of 33 <br />U.S.C. 1344 (Section 404 of the can Water Act), of any scream dredging or <br />filling operations. <br />Authorization under the p~`rmit shall require prior submittal of certain <br />facility information. Upon eceipt of all the required information, the permit <br />issuing authority may alloy or disallow coverage under the general permit. <br />The following list sh s ehe criteria under which an individual permit may <br />he required instead of a eneral permit. <br />1. Proximity of t e operation to a landfill or mine and mill tailings; <br />2. Evidence of non-compliance under a previous permit for the operation; <br />3. Presence of/downstream drinking eater intakes; <br />4. Preservat+on of high quality eater; <br />5. Production of effluent ac the facility not covered under 1 through 5 <br />above under process vacers. <br />6. Addition of flacculants (settling agents or chemical additives) co <br />vater~prior co discharge. <br />7. The~use of land application as a means of discharge. <br />- 2 - <br />
