<br /> <br />SAND AND GRAVEL <br />PRODUCTION OPERATIONS <br />' (INCLUDING ROCK AND STONE USED AS AGGREGATE) <br />GENERAL PERMIT IN COLORADO <br />RATIONALE <br />COLORADO DISCRARCE PERMIT NUI~ER: COfi-500000 <br />Sand and gravel production Is the Largest nonfuel mineral industry in the <br />Onited States and 1s closely associated with the construcClon industry, which <br />consumes over 90z of the sand and gravel output. Sand and gravel production <br />operations are subject to the requirements of 25-8-101 et. seq., 1973 as <br />amended. Regulations for the Colorado Discharge PermiC System, 5 CCR 1092-2 <br />and Title 40-Part 436 of the Code of Federal Regulations (40 CFR 436) specify <br />the wastewater discharge requirements for this Industry. <br />Section 6.10.2 of the Colorado Discharge Permit System regulations provides <br />far the issuance of General Permits where covered facilities: <br />1, are within prescribed geographic boundaries; <br />2, involve substantially the same type of operating conditions; <br />3. discharge the same type of waste; <br />4, require the same effluent limitations or operating conditions; <br />5. require similar monitoring; and, <br />6, are more appropriately controlled under a General Permit than <br />individual permits. <br />The issuance of a General Permit for sand and gravel production operations <br />is iacended to simplify the regulatory program to make it mare manageable and <br />effective and to promote a consistent permitting and enforcement posture with <br />respect co these operations. Ravever, is is also for applicability for the <br />normal facility and is not iacended to apply co an abnormal operation which <br />will require an Individual permit. <br />INDUSTRY DESCRIPTION <br />Typically, the extraction of the raw material, sand and gravel, is via <br />front-end loader, power shovel, or scraper. The extraction process may involve <br />removal of the overburden and/or pit dewaceriag operations. KSne water pumpout <br />may occur during periods of rainfall or when the groundwater Level teaches a <br />predetermined height In a pit or Low-area. <br />
