PART I <br />Page No. 7 <br />Permit No. COG-850000 <br />B. EFFLUENT LAZI'I'ATIONS AND MONITORING REQUIRIII~NTS <br />2. Stormwater Manaeement Plan (SWMP) <br />A Stotmwazer Management Plan (SWMP) shall be developed for the portion of each facility coveted by this section of <br />the permit. The SWMP shall be prepared in at:cordance with good engineering practices. (The plan need not be <br />completed by a registered engineer.) <br />The plan shall identify potential sources of pollution (including sediment) which may reasonably be expected to affec[ the <br />quality of stormwater discharges associated with the mining operatio¢. !n addition, the plan shall describe and ensure <br />the implementation of best tttanagement practices (BMPs) which will be used to reduce the pollutants in stormwater <br />discharges associazed with mi¢i¢g activity. <br />Hitting operations must implement the provisions of the SWMP required under this part as a condition of this <br />permit. The Division reserves the right to request and review the plans, and to require addiuottal measures to prevent <br />and co¢trol pollution, as needed. <br />The SWMP shall describe all areal that have not been previously permit[ed, and which meet the definition of a <br />stormwater discharge in 40 CFR 122.26. Examples of such areas are roads and railroad lines used for transporta[ion to <br />and from the si[e, outslopes of ponds, inactive loadouts, si[es used for storage and main[enance of material handling <br />equipment, and areas granted small area exemp[ions. <br />a) SWMP Contents <br />The SWMP shall include ttte following items, at a minimum: <br />1) Si[e Map <br />The plan shall provide a site trap or traps which indicate, at a minimum: <br />- Mining site boundaries <br />- Access and haul roads <br />- Stotmwater outfalls and an outline of the drainage area of each stormwater outfall <br />- An es[imate of the direction of flow <br />- Materials handling areas <br />- Farh existing strucrural control measure to reduce pollutants in stotmwa[er runoff <br />- Areas used for storage or disposal of overburden, materials, soils or wastes, including tailings piles or <br />ponds <br />- Areas used for mineral milling and processing <br />- Springs, streams, wetlands and other surface waters <br />- Location of mine drainage or any other process water discharge points <br />- boundary of area that con[ributes runoff to outfalls tha[ are subject to effluent limitations guideline. <br />- Date the map was prepared <br />2) Description of Potential Pollutan[ Sources/Material Inventory <br />The plan shall provide a description of all potential sources (activities and tnazerialsl which tray reasonably be <br />ezpeaed to add pollutants to stormwater dischaz'ges. Such sources may include haul roads, equipment storage <br />and maintenance areas, fuel storage areas, etc. <br />In each case where stotmwater pollution potential exists, appropriaze preventive measures mttst be taken and <br />documented. <br />
