Stormwater Mana¢ement Plan (SWMP) (continued) 3) Stotmwater Quality Controls Each mining site covered by this permi[ shall develop a description of stotmwater quality controls appropria[e for thaz si[e, and implemen[ such controls. The appropriazeness and priorities of convols in the plan shall reflect identified potential sources of pollutants at the site. The description of stormwater quality controls shall address the following minimum componenu, including a schedule for implemen[ing such convols: a. SWMP Administra[or -The SWMP shall identify a specific individual or individuals within the mining organization who is responsible for developing the SWMP and assisting the mine operator in its implementation, main[enance, and revision. b. Materials Handline and Soill Prevention -Where materials can impact stormwater runoff, BMPs that reduce the potential (or contamination shall be described. For example, materials should be stored and handled in covered areas whenever possible to prevent contact with stormwater; fuels and other chemicals should be stored within berms or secondary containment devices to prevent leaks and spills from entering stormwater runoff. c. Erosion and Sediment Controls - Describe BMPs tha[ will be used [o reduce erosion and preven[ sedimen[ delivery to State waters. These should include structural (such as silt fences, sediment ponds, drop strocnves, check dams) and non-structural (such as mulching and revegetation) methods. Whenever a facility or a portion of a facility enters the Host-minine phase, it is likely that the overall configuration of the site will change considerably. Prior to the time when new vegetation becomes established, the surface aeeas will be subject to potentially significant erosion. The permittce will need to take adequate measure in order to m;n;mne this crosion as well as the erosion normally encountered during mining activi[ies. d. identification of Discharees other than Stormwater -The stormwazer conveyance system on the site shall be evaluated for the presence of dischazges other [han stormwater, such as mine drainage, spoil springs, sanitary waste, or process water of any kind. The SWMP shall include a description of the results of any evalttazion for the prescnce of discharges other than stormwarer, the method used, the date of the evaluation, and the on-site drainage points that were directly observed during the evaluation. b) Facility Insoeaions Qualified personnel identified by the operator shall make a comprehensive inspec[ion of their stormwater managemrnt system, at least twice per year (in the spring and fall), ezcep[ as provided in paragraphs d and e, below. These comprehensive inspections must be documented and summarized in the Annual Report (see Pan 1.D.2. of [he permit). 1) Material handling areas, disturbed areas, areas used for material storage that are exposed to precipitation, and other potential sources of pollution identified in the SWMP in accordance with Part 1.B.2.a)1) of this permi[ shall be inspected for evidence of, or the potential for, pollutanu entering the drainage system. Structural stormwa[er management measures, sediment and convol measures, and other structural pollution prevention measures identified in the plan shall be observed [o ensure that they are operating correc[ly. A visual inspec[ion of equipment needed to implement the plan, such as spill response equipment, shall be made. 2) Based on the results of the inspection, the description of potential pollu[ant sources and pollution prevention measures identified in the plan shall be revised as appropriate within two wceks of such inspection. Such revisions shall provide for implementation of any changes to the plan in a timely manner, but in no case more than 90 days after the inspection.
