Monitarine Requirements (continued) <br />Oil and Grease - In the event [ha[ an oil sheen or Floating oil is observed, a grab sample shall be collected, analyzed, <br />and reported on the appropriate DMR. In addition, cotreMive action shall be taken immediately to mitigate the <br />dischazge of oil and grease. A description of the corrective action taken should be included with the DMR <br />Total Dissolved Solids (TDS) monitoring is required only for discharges to the Colorado River Basin. See specific <br />facility certification rationale to determine whether TDS monitoring is required. <br />Total phosphorus monitoring is required only for dischazges to the DIllon Reservoir drainage azea (i.e., Ten Mile <br />Creek, Snake River, Blue River, and all other tributaries to the Dillon Reservoir) and for discharges to the Upper Bear <br />Creek drainage area. See specific facility certification ratiotrale to determine whether phosphorus monitoring is required. <br />C. DEFINITIONS OF TERMS <br />1. "Continuous' measurement, is a measurement obtained from an au[omatic recording device which continually measures <br />provides measuremenu. <br />2. "Daily Maximum limitation' means the limitation for this pazame[er shall be applied as an instantaneous maximum (or, <br />for pH or DO, instantaneous minimum) value. The instantaneous value is defined as the analytical result of any <br />individual sample. DMRs shall include the maximum (and/or minimum) of all ins[antaneous values within the calendar <br />month. Any instantaneous value beyond the noted daily maximum limitation for the indica[ed parametcr shall be <br />considered a violation of this permit. <br />3. 'Grab' sample, is a single "dip and take" sample so as to be representative of the parameter being monitored. <br />4. "In-sim' measurement is defined as a single reading, observation or measurement taken in the field at the point of <br />discharge. <br />5. 'Instantaneous" measurement is a single reading, observation, or measurement performed on site using exis[ing <br />monitoring facilities. <br />6. 'New source" is generally defined as a coal mine (or major alteration to a coal mine) the construction of which <br />commenced after May 4, 1984. See 40 CFR 434.11 (j) for the complete definition. <br />7. "Quarterly measurement frequency" means samples may be collected at any time during the calendar quarter if a <br />continual discharge occurs. If the discharge is intermittent, then samples shall be collected during the period [hat <br />dischazge occurs. <br />8. 'Settleable solids analytical procedure" is contained in 40 CFR 434.64. The method detection limit for measuring <br />settleable solids under this par[ shall be 0.4 mQ/P. <br />9. "Thirty (30) day average" means the ari[hme[ic mean of all samples collected during a thirtytonsecutive-day period. <br />The permittee shall report the appropriate mean of all self-monitoring sample daza collected during the calendar month <br />on the Discharge Monitoring Reports. Samples shall no[ be used for more than one reporting period. <br />10. "Total Metals" means the concenrration of metals de[ermined in an unfiltered sample following vigorous digestion <br />(Section 4.1.3), or the sum of the concentrations of metals in both the disso:ved and suspended tractions, as described in <br />Manual of Methods for Chemical Analysis of Water and Wastes, U.S. Environmental Protection Agency, March 1979, <br />or its equivalen[ <br />11. "Visual" observation is observing the discharge [o check for the presence of a visible sheen or floating oil. <br />12.
