<br />Mr. Mark A. Heffner - 3 - May 9, 1985 <br />6. Please discuss the possibility of mining the 20-80 foot highwalls in a <br />benched fashion.' This has shown to promote stability and facilitate <br />reclamation (backfilling stability and reduction in volume required). <br />7. To prevent the loss of the approximately 1% of topsoil into product, <br />perhaps the topsoil can be stripped slightly ahead of the expected highwall <br />limit. The exposed corridor may be temporarily stabilized with crimped mulch <br />until extraction ensues. <br />8. Please discuss the stability of backfilling unconsolidated materials to <br />produce the final slopes. Irregularities (benching) in the highwall may <br />provide a stabilization source. <br />9. Does the mining phase enumeration suggest a chronological sequence, i.e., <br />will Phase I be mined prior to Phase II, etc? <br />10. As mentioned in Castle Concrete Company's Sand Pit amendment application, <br />settling ponds are present on the northern boundary of the area west of <br />Academy Boulevard. Please discuss the location, function, and reclamation of <br />the settling ponds. <br />Exhibit E -Reclamation Plan <br />1. Please discuss the possibility of creating "plant growth media" by <br />incorporating excavated clay lenses, manure, mulch, and chemical fertilizers <br />into the fines planned to be utilized as "top-dressing", specifically on the <br />areas west of Academy Boulevard where topsoil is lacking. <br />2. Please discuss backfilling as part of the reclamation process. <br />3. Please discuss the drainage of the resulting "very gradually sloping <br />platform extending about one-half mile from the back of the Sand Pit southward <br />to Bradley Road". More than 100 acres from the combined Castle Concrete <br />Company's "Sand Pit" and Daniel's Sand Company's "Sand Pit No. 2" comprise the <br />newly developed "drainage basin". Channel or Swale construction on site would <br />aid in directing overland flow, thereby reducing the erosion potential. <br />4. In the discussion concerning the fill depth of the northeastern portion of <br />Phase IIe, reference was made to cross-section I-I'. The cross-section J-J' <br />better relates to that area. Please clarify this matter. <br />5. Topsoil replacement should not precede seeding by more than three weeks. <br />Please commit to such, or commit to protecting the topsoil by incorporating <br />crimped mulch into it, maintained until such time as seeding occurs. <br />6. I am very interested in the legume-grass ecology presented. Please site <br />the source form which you obtained this or similar information. <br />7. Pubescent and Intermediate wheatgrasses will quickly establish and <br />maintain good vigor following seeding. However, I suggest the use of an <br />equally suitable wheatgrass native of the region, i.e., thickspike <br />wheatgrass. This can replace either of the 2 wheatgrasses presented, thereby <br />providing a seedmix more similar to the natural vegetation. Please respond. <br />
