and gravel has been removed will be the first area that is refilled . <br /> Over a period of time It Is hoped that the entire site can be filled and <br /> as the same Is filled In one acre sectors or from the outlying perimeter <br /> surrounding the water inward by the owner. After additional fill following <br /> cessation of mining, the owner expects to take the remaining over-burden <br /> and topsoil which Is stockpiled for relayering of the surface and then <br /> he (the owner) would revegetate additional areas filled in excess of <br /> those at a minimum which would be the obligation of the operator. It <br /> ould be noted, however, for purposes of this plan and this application <br /> that the operator is only agreeing to be bound to the minimum reclamation <br /> as stated herein and as shown on the Reclamation Map "F" following this <br /> narrative; that Is leaving a 25 to 40 foot border around the property <br /> and excepted area which will be sloped, relayered with over-burden and <br /> topsoil and then revegetated per this Exhibit. Within this border will <br /> be a standing pool of water. Any additional fill in terms of relayering <br /> of the over-burden and planting of the revegetated mixture will be the <br /> responsibility of the owner who anticipates that fill will occur and the <br /> exposed pool of water filled to a great extent by the time of the cessatio <br /> f the mining. Please see Exhibit "G" with regard to water evaporation <br /> In exposed ponds of water which shall remain temporarily. <br /> The owner, in the hopes that one day the entire site will be filled , <br /> reserves the right for future usage of the land and it is contemplated <br /> that not only will the water be filled, but that the existing pre-mining <br /> level will be raised to a height beyond the flood plane and that the <br /> property could be sold for use in conformance with the Adams County <br /> Zoning, perhaps for a use as an office-warehouse complex. It should be <br /> noted that such use was previously anticipated in a reclamation plan <br /> issued In 1974 on this very same property. At that point excavation of <br /> sand and gravel was contemplated and a refill with clean fill materials <br /> would follow. Here the difference Is that excavation will occur, but <br /> refill will be minimal and elective on the part of the operator and <br /> permitted by the owner, and the owner intends to do so, so as to be <br /> afforded a future use of the property. <br /> Minimal reclamation as described herein will occur between six and <br /> twelve months from the date of the final extraction of sand and gravel <br /> EXHIBIT "E" <br /> Reclamation Plan <br /> Page 2 <br />
