EFFLUENT LIMITATIONS AND CONDITIONS - SfORMWATER DLSCHARGE <br />when the facility begins operations, or when the general permit certification is issued, whichever is later, <br />and updated ae appropriate. <br />SWMP Catifiration. Any person signing • certification on the completion of the SWMP shall include <br />the following Lnguage: <br />'I certify order penalty of law that a complete Stormwater Management Plan, in compliance with Part <br />I.C of the permit, has been prepared and implemented for my facility. Based on my inquiry of the <br />person or persons who manage the system, or thane persona ditxtly responsible for gathering the <br />information, the Stormwater Management Plan is, to the beat of my Imowledge and belief, true, accurate, <br />and complete, and implemented es written. I am aware that there are significant penalties for falsely <br />certifying the completion of said SWMP, including the possibility of fore and imprisonment for knowing <br />violations.' <br />Prohibition of Nonstormwater n:ect.~rv~ <br />a. Except as provided in paragraph b, below, all discharges authorized by this permit shall be composed <br />entirely of stormvrater. Discharges of material other than etormwater must be addressed in a separate CDPS <br />permit issued for that discharge. <br />b. Discharges from the following sourcxs that are combined with etormwater discharges associated with light <br />industrial activity may be authorized by this permit, provided that the non-stormwater component of the <br />discharge is identified in the SWMP (see Part I.C.2.c.4 of the permit): fire fighting activities, springs, or <br />landscaping irrigation return flow. <br />Recordkeeoina and Internal Reportin¢ Procedures <br />The permittee shag identify procedures for recordlteeping and internal reporting. <br />9. Emolovee Education <br />The permittee shall develop and implement employee education programs to inform personnel at all levels of <br />responsibility of the components and goals of the SWMP. Education should address topics such as spill response, good <br />housekeeping and material management practices. The permittee shall identify periodic dates for such instruction. <br />D. MONITORING AND REPORTING <br />1. Representative Samolin¢ <br />Samples and measurements taken as required herein shall be representative of the volume and nature of the monitored <br />discharge. <br />Failure to submit the reports as required in either Part I.D.3 or I.D.4 shall constitute a violation of the permit and may <br />constitute grounds for revocation of the permittee's authority to discharge under the permit. <br />2. Semolina <br />Sampling end testing of stormwater for specific parameters under Pert I.C is not required on a routine basis under this <br />permit. However, the Division reserves the right W require sampling and testing beyond this, on a case-by~ase basis, <br />at any facility covered by this permit, in the event that there is reason to suspect that compliance with the SWMP is a <br />problem, m to mP~~,R the effectiveness of the BMPs in removing pollutants in the effluent. <br />
