<br />the Response Coordinator for various reasons, such as to move personnel to an upwind <br />area of a spill. <br />American Soda personnel that are managing outside contractors during an <br />environmental emergency will be responsible for notifying the contractors of the <br />evacuation. Prior to performing work on site, contractors will be provided safety <br />information. <br />7.2 Spill Response <br />[f a spill of a significant material occurs at either site, the Response Coordinator and <br />Response Team will perform the initial determination of whether the spill can be <br />contained and cleaned up by American Soda staff or a contracted spill responder <br />should be contacted. The determination will be based on the volume of the spill, the <br />location of the spill, and the characteristics of the spilled material. The Response <br />Coordinator and Response Team will also determine if there are regulatory reporting <br />requirements. [f a spill occurs in excess of the RQ for a CERCLA Hazardous Substance, <br />notification must be made to the National Response Center (phone number 800 424 <br />8802). Other regulatory agencies may also have to be contacted. Regulations also <br />include requirements for the submittal of a written report several days after the spill has <br />occurred. <br />The following is preliminary spill response information for Yankee Gulch Project <br />significant materials. <br />Diesel Fuel and Unleaded Gasoline <br />Since the tanks will be stored in bermed area that is equipped to contain the volume of <br />the largest container, spill response other than cleanup of a spill within the berm is <br />unlikely. [f there were a large release, such as if both tanks ruptured, an emergency- <br />response contractor would be contacted immediately to clean up the spill. American <br />Soda's Response Team would evacuate the area, remove ignition sources, and place <br />containment materials around the bermed area. <br />Small releases would be absorbed by absorbent booms or pads, which would then be <br />placed into 55-gallon drums and labeled appropriately (containing a flammable solids <br />label). American Soda personnel will be trained to respond to small releases. Non- <br />sparking tools would be used when transferring booms and/or pads into drums. Drum <br />lids would be securely fastened and stored on an impermeable surface indoors or <br />outdoors with appropriate containment. When drums are full, the contents would be <br />characterized using appropriate sampling and analysis protocol.
