<br />7.0 RESPONSE MEASURES <br />Whenever there is an emergency the Response Coordinator (or alternate) should be <br />notified immediately. An emergency is an unexpected, non-routine event that requires <br />a reasoned and deliberate remedial or mitigating response. The person recognizing the <br />emergency should notify their supervisor immediately and should be able to furnish <br />the following information: <br />• nature of the emergency <br />• extent of injury, if any <br />• extent of property injury, if any <br />• time of occurrence <br />The supervisor should then notify the Response Coordinator and may or may not <br />activate the alarm system, depending on the nature of the emergency. <br />Each employee will be given information regarding the chain of command for <br />emergency response. If the employee is not able to notify their supervisor, they should <br />contact the Response Coordinator (or alternate) directly. Phone numbers of the <br />Response Coordinator and all members of the Response Team will be posted near all <br />telephones. <br />7.1 On-Site Communication <br />In the event of an emergency that requires full or partial evacuation of the plant, <br />personnel will be notified to evacuate the building by way of an alarm system, which <br />will have pre-recorded voice messages and/or tones. Pre-recorded voice messages will <br />include those that inform personnel to evacuate due to a spill or fire. In the event of a <br />failure of power to the intercom system, notification to employees will be made via 2- <br />way radios. Foremen, managers, and other select employees will carry multi-channel, <br />2-way radios as part of their normal duties. Each foreman will have the responsibility <br />of notifying and accounting for their own staff. <br />Information on operation of the alarm system and the design specifications of the <br />system will be provided in the final Response Plan. Training on procedures for alarm <br />activation will be provided to the appropriate personnel. <br />Meeting places for evacuation of each of the buildings are shown in Figures 1 and 2. <br />Foreman will be responsible for performing a head count of their employees at the <br />meeting place. Employees will not be allowed to reenter the plant until the Response <br />Coordinator has confirmed that the plant is safe.
