<br />Sodium Bicarbonate and Sodium Carbonate Solutions <br />Sodium bicarbonate and sodium carbonate aqueous solutions (sodium solutions) will <br />be contained within aboveground well field piping and equipment within process <br />buildings. Therefore, they will not be readily released into the environment. Should a <br />small release of sodium solutions occur on a permeable surface (such as soil) the <br />material would be immediately shoveled onto plastic or into 55-gallon drums. <br />Shoveling will cease after either a visual check or a pH measurement confirmed that the <br />spilled material had been recovered. If a small release occurs on an impermeable <br />surface (either outdoors on concrete or indoors), the material would be absorbed by <br />absorbent pads, booms, or other related material. If a large release of sodium solution <br />occurs onto permeable or impermeable surfaces, the material would be recovered by <br />use of a vacuum truck. All materials recovered would be sampled and analyzed to <br />determine whether the material would be recycled or disposed. Recycling is the <br />preferred alternative and would occur through use of existing on-site processes. <br />Disposal would occur only if the sodium bicarbonate or sodium carbonate could not be <br />feasibly recovered. Disposal would be performed in compliance with all applicable <br />regulations. <br />American Soda will have a vacuum truck situated at both the Piceance and Parachute <br />Sites. The capacity of each truck is 3,200 gallons (or 10 tons of soda ash). Vacuum trucks <br />will only be used to recover sodium bicarbonate and/or sodium bicarbonate materials <br />or they will be appropriately decontaminated between use for different materials. They <br />will not be used to recover diesel fuel or unleaded gasoline spills. Both sites will also be <br />equipped with temporary berming and other related materials in order allow for the <br />vacuum truck to mobilize to the spill area. <br />Sodium Bicarbonate and Soda Ash Solid <br />Sodium bicarbonate and soda ash solids (sodium solids) will be contained within <br />process equipment until they become final products and are transferred to bulk loadout <br />areas. Bulk loadout areas at the Parachute Site are equipped with ventilation systems <br />that route airborne dust to dust collection equipment. Some loadout areas are also <br />equipped with floor sumps to collect material that has been spilled. Both dust collectors <br />and floor sumps will be equipped with systems to recycle the collected material. <br />Therefore, the tendency for sodium solids to be released into the environment is <br />minimized. <br />Releases of sodium solids would be handled using the same methods described above <br />for sodium solutions. <br />24 <br />Preliminary Response Plan <br />Yankee Gulch Sodium Minerals Project <br />American Soda, L.L.P. <br />
