• General <br />Electrical power for the mine site is famished by Public Service Company of Colorado <br />(PSC) through a 115 DV line from the Hudson Substation to the quarter corner between <br />Sections 35 and 36. From there, PSC distributes power at 13,800 volts to the dragline <br />substation along the north-south line between Sections 25 and 26 and east to the access <br />road and then north to the facilities area. In addition, electrical power is supplied to two <br />Snyder Oil Company natural gas compressor stations and a Cellar One Communications <br />Facility on route to CEC's facilities. <br />Blastine <br />Remaining inventories of explosives were used to reclaim the Coal Handling Facility in <br />1995. With these supplies exhausted and no additional requirements for an explosives <br />inventory imminent, the decision was made to let expire all remaining licenses, and to <br />request (by letter dated January 4, 1996) a final close-out inspection of the explosives <br />storage facilities. If necessary, any future explosives use will be by outside contract. <br />Reclamation <br />Now that mining is no longer taking place, reclamation will be done over the filled ash <br />area by placing 6' of overburden and 2' of topsand followed by the approved revegetation <br />• program. Also, as facilities and overburden stockpiles are removed, these areas will be <br />reclaimed by replacing the prescribed quantities of topsand, then revegetating according to <br />the approved program. <br />A waste management plan exemption was granted by Weld County provided CEC buried <br />their own non-coal wastes above the water table and four feet below AOC as prescribed <br />by Rule 4.11.4, "Disposal of Non-coal Wastes. CEC has been cited twice for scrap oil and <br />grease drums, in some cases leaking, that have not been managed in a proper manner. <br />Under an MR #14 dated 4/4/90, CEC has established a plan to no longer have any outside <br />storage of drums. Since almost all oil and grease is now delivered in bulk and recycled by <br />outside vendors, the storage of oil and grease drums on the ground at various locations no <br />longer occurs. <br />Land Use <br />It is believed that from as early as one year after seeding, managed grazing would be <br />beneficial towards meeting success standards. CEC has recently been permitted by minor <br />revision for livestock grazing by rearranging fences to keep livestock ofl of unreclaimed <br />areas. <br /> <br />104 5/96 <br />
