Doc Date:12/11/2001 <br />Roads <br />III IIIIIIIIIIIII III <br />A private paved access road is maintained and used from the north end of Weld County <br />Road #59 to the mine site. Snow fences have been established along this road. While, <br />CEC has a Minor Revision intact to apply sand or coal slack on this road under severe <br />winter driving conditions, the need to do so has not arisen over the past few years, if this <br />should change the Division will be contacted. <br />All roads have been classified as access roads since coal is no longer transported on the <br />site. All access roads are within the Permitted Area and shown on Map (M-2). Details <br />are shown in Appendix N. Topsand and overburden access roads will also run through the <br />reclaimed area from point of excavation to point of deposition. These roads are not <br />expected to change over the next 50 years, due to the slow progression of the ash disposal <br />operation. Profiles and a typical section of a access road is shown on Map (N-10). <br />The access road located outside the excavation area on the north side of the property and <br />all other roads were constructed by removing 15" of topsand and back filling with a <br />minimum of 24" of clay and shale overburden. The roads surfaces were then plated with <br />6" or more of a sand clay mixture (upper overburden). Drainage ditches are required and <br />are constructed on each side of the access road ways as prescribed by TR-28, shown in <br />Appendix K. <br />• Mining Operations <br />A tabulation of the amount of topsand presently in each stockpile is as follows: <br />A 1-B 1 216,169 <br />B2 27,13 5 <br />A3 69.960 <br />313,264 b.c.y. <br />This total must be enough to reclaim the facilities area, unreclaimed portions of A & B <br />Pits, the long term spoil area, roads, and Ponds sites. As fewer acres remain for <br />reclamation, it will become clearer as to material balance requirements. At present, it <br />appears that slightly less than 24" of topsand will be available for this reclamation purpose. <br />This should not be a problem because I S" of topsand will be placed on the long term spoil <br />area and only about 6" of topsand was lifted in the 90 acre facility area which left the <br />underlying "B" Horizon material undisturbed. CEC has found, by observing Al and Bl <br />topsand stockpiles, that revegetation is more successful on B Horizon material, so <br />complete restoration of the 24" requirement may not produce the best revegetation. <br />r1 <br />LJ <br />103 5/96 <br />
