Mine 2004 SPCC <br />• This SPCC plan will be revised to include preventive measures based on experience <br />gained from real-life countermeasures employed during clean-up efforts. <br />Detailed Spill Response <br />1. Identify the type of product or chemical spilled. If identification is not possible, treat it as <br />the most hazardous chemical on the site. <br />2. For extremely dangerous situations, notify the proper authorities (fire department, sheriff, <br />Poison Control Center, etc.) if necessary. <br />3. Eliminate all sources of ignition. <br />4. Establish proper ventilation, if necessary. <br />5. Seal off the area with cones or flagging to prevent exposure to people and equipment. <br />6. Review the Material Safety Data Sheet (MSDS) instructions for safe handling, containment, <br />and specific spill response procedures. <br />7. Notify site management-Mine Manager or Environmental Manager. <br />8. Safely contain the spill. Make every effort possible to safely contain the spill or release. Use <br />absorbent materials or products, construct berms from soil or fill dirt, and/or utilize any other <br />safe and effective method as needed. Utilize equipment, such as loaders, if required. <br />9. Use Personal Protective Equipment (PPE). Utilize all PPE as described in the MSDS <br />• recommendations and as common sense dictates. <br />10. Move all hazazdous and contaminated material or soil onto cement, concrete, or asphalt to <br />prevent absorption and additional contamination into the soil or drainage ways. <br />11. Complete the Spill Information Form (Appendix 5) immediately. <br />12. Notify the Environmental Manager to schedule the appropriate removal of all clean-up <br />generated waste in accordance with applicable laws. <br />7.3 REPORTING AND NOTIFICATION PROCEDURES <br />All petroleum spills must be reported to the Environmental Manager who will make the <br />determination of whether reporting to a regulatory agency is required. Emergency contacts and <br />telephone numbers aze provided in Table 4. <br />No agency notification will be performed prior to completing a "Spill Information Form", which <br />is provided in Appendix 5. The completed form provides information that must be verbally <br />reported to an agency if the spill is reportable. These reports must be made as soon as possible, <br />but at a time when doing so does not interfere with spill response activities. <br />• The federal threshold for verbally reporting a petroleum spill is tied to quantities that aze <br />"harmful".
