Mine <br />• 7.0 OIL CONTINGENCY PLAN <br />2004 SPCC <br />The development and implementation of an oil contingency plan is required under the SPCC <br />regulations. The purpose of the plan is to insure timely, efficient, coordinated and effective <br />action to minimize the potential for damage in the event that a significant oil discharge occurs. <br />7.1 RESPONSIBLE PARTIES <br />In the event of a large spill of oil, various authorities may be contacted in order to coordinate oil <br />removal operations. It is the responsibility of the Mine Manager to contact the Environmental <br />Manager in the event of a lazge spill. It is the duty of the Environmental Manager or his <br />designee to determine the magnitude and type of spill, and determine the appropriate emergency <br />notification procedures and parties to contact for the specified incident. Emergency contacts and <br />telephone numbers, as well as the regulatory agencies and spill response teams that may respond <br />to the incident are outlined in Table 4. <br />7.2 EMERGENCY RESPONSE AND AVAILABLE EQUIPMENT <br />In the event of a lazge spill the following procedures will be employed at Trapper Mine relative <br />to spill response: <br />General Considerations <br />• Spills will be reported to the Mine Manager or the Environmental Manager immediately <br />upon discovery. The Environmental Manager or his designee is responsible for properly <br />reporting, investigating and documenting spills in accordance with applicable internal <br />and regulatory requirements. <br />• Materials and equipment necessary for spill clean-up will be kept near potential spill <br />locations. Spill control materials will include, but will not be limited to: absorbents, <br />shovels, caution tape, personnel protective equipment (PPE), spill clean-up containers, <br />and heavy machinery including front-end loaders and dozers. <br />• Spill response procedures will be cleazly posted and a copy of this SPCC plan will be <br />kept at the mine office. Site personnel will be trained on these procedures and the <br />location of clean-up supplies. <br />The source of the spill will be located immediately and stopped as soon as it is safe and <br />reasonable to do so. The spilled substance will be contained at once, or as soon as it is <br />safe and reasonable, to minimize the impact of the spill. <br />• Spill areas will be kept well-ventilated, and no smoking, matches, or other ignition <br />sources will be allowed near the spill area. The area immediately surrounding the spill <br />• will be marked off to prevent injury to personnel. <br />23 <br />
