Trapper Mine 2004 SPCC
• 6.0 COUNTERMEASURES FOR DISCHARGE DISCOVERY, RESPONSE,
CLEANUP AND DISPOSAL
Procedures have been implemented to minimize the risk of a release of oil from the site.
However, if a spill were to occur, the following procedures have been implemented to properly
handle the spill.
6.1 COUNTERMEASURES
Oil Absorbent ("oil dry", "kitty litter" or "bentonite") is kept at Trapper Mine and can be easily
accessed to respond to smaller spills (less than 25 gallons). Buckets, drums, and shovels aze
available in various locations throughout the mine and can be used to help control smaller spills.
Oil spills from vehicles being serviced can be readily cleaned up by employees using the oil
absorbent, shovels, and buckets.
Larger spills from ruptured tanks can be contained by constructing earthen dikes using front-end
loaders or other heavy machinery at Trapper Mine, as long as it is safe and reasonable to do so.
In the unlikely event of a major spill (several thousand gallons), a local outside emergency
response contractor may be contacted to assist with clean-up operations. One Colorado spill
• response company that Trapper may use in an emergency is Rocky Mountain Catastrophe, 6762
Lamar St., Arvada, Colorado 80002 (phone: I-800-930-0011).
6.2 DISPOSAL METHODS
Materials contaminated-including rags and soils with no free liquids luring a clean-up effort
should be disposed of properly in the pit (permitted as a solid waste disposal facility). Petroleum
contaminated soils (PCS) containing free liquids should be stored in 55-gallon drums until they
can be picked-up by a licensed waste hauler and disposed of in an offsite permitted landfill. A
Contaminated Soil Documentation form (Appendix 3) will be used to record pertinent
information regazding disposal.
Rainwater collected within secondazy containments that has an oily sheen or has come into
contact with oil products will be drained into 55-gallon drums and picked up by a licensed waste
hauler. Uncontaminated rainwater may be discharged from secondary containment as long as
mine personnel can insure that this dischazge will not cause an oily sheen on surface waters of
the United States. Any release from secondary contairunents must be documented using the
Storm Water Release Form provided in Appendix 4.
•
20
