Mine <br />2004 SPCC <br />• Warning signs aze posted throughout the minesite to alert employees and visitors of the <br />presence of oils and flammable materials, where needed. <br />5.3 INSPECTIONS, TESTS AND RECORDS <br />Both visual inspections and tank integrity testing will be performed on tanks and containers to <br />minimize the risk of a dischazge. Integrity testing and visual inspection records will be <br />maintained with this SPCC plan and will be kept on-file at Trapper Mine for a period of at least <br />three yeazs. Visual inspection will be performed quarterly on all tanks and containers. A copy <br />of the visual inspection form is provided in Appendix 2. <br />Integrity testing and inspection protocols aze required by §112.7(d) and (e). Records of integrity <br />testing must be maintained with the SPCC plan under §112.8(c)(6). American Petroleum <br />Institute (API) guidelines in API 653 and Steel Tank Institute Standazd SP001-03 will serve as <br />the protocol reference documents for integrity testing. Table 3 summarizes those tanks and <br />piping that are subject to non-destructive integrity testing and provides the type of testing and <br />frequency of testing required at Trapper Mine. <br />5.4 DRAINAGE CONTROLS <br />• Trapper Mine is covered under a Colorado Dischazge Permit System (CDPS) water permit that <br />requires all drainage from affected areas to pass through engineered sediment controls (i.e., <br />retention basins, sediment traps, or other best management practices). Based on the contour and <br />controls in place, it is unlikely that oil from a spill would be able to reach adjacent waterways. <br />5.5 OIL INVENTORY CONTROLS <br />Trapper Mine uses in excess of 2.3 million gallons of oil products per yeaz. Wazehouse <br />personnel aze responsible for monitoring product usage by means of weekly inventories of the <br />various product tanks. If a major discrepancy arises, then warehouse personnel conduct an <br />investigation to determine if a leak in the system or a spill has occurred. Sinclair's fuel delivery <br />tickets and invoices also serve as another check against the tank inventories and daily "oiler" <br />sheets. These inventory controls aze an excellent BMP (best management practice) for spill <br />prevention and control and allow mine personnel to investigate potential leaks. <br />• <br />19 <br />
