The contents of this SPCC Plan <br />The Environmental Manager will be responsible for conducting the training, or designating <br />someone at the Trapper Mine to perform the training. Training will be conducted at least once <br />per year to assure adequate understanding of the SPCC Plan for the facility. <br />SPCC training will coincide with annual Mine Safety and Health Administration (MSHA) <br />training or through Trapper's Toolbox Safety Meeting Program, because such training goes <br />"hand-in-hand" with Hazcom and other safety issues. Training documentation will be kept on- <br />file in the office of the Human Resowces Manager. A copy of the SPCC Training Record Form <br />is provided in Appendix 1. <br />5.2 SECURITY MEASURES <br />• Security measures (fencing, locks on pumps, blank-flanging, signs, etc,) at each facility must be <br />defined in the SPCC plan in detail (§112.7(g)(I-5)). A discussion of security measures at the site <br />and compliance with § 112.7(g)(I-5) is provided in the following narrative. <br />Trapper Mine is located 6.5 miles south of Craig, Colorado, in an azea of open rangeland and <br />away from residential areas. All vehicles entering company property must report to the office, <br />which is located at the end of a dead end road. Signs aze posted that direct visitors and <br />employees to the office area. A chain link fence with 3 strands of bazbed wire prevents entry <br />onto company property at the office. Entry may be gained by use of a keycazd at the main gate; <br />however, cards are provided only to authorized employees. Amine foreman is on duty 24 hours <br />per day, except holidays. The Moffat County sheriff patrols the area on holidays. The main fuel <br />storage areas aze located in visible areas at the mine, so that vandalism would be unlikely. Most <br />other oil-filled containers, tanks, drums and equipment are located such that mine supervisors <br />would be aware of any abnormal conditions (including vandalism) that would create spills or <br />leaks. Additional security measures at Trapper Mine aze as follows: <br />Drain valves on tanks aze secured in the closed position when not in use; and <br />• loading/unloading connections aze securely capped when not in use. <br />In general, the mine administration azea is well lit during the nighttime hows. <br />IS <br />
