~~ <br />~J <br />• <br />Mine <br />4.1 BULK OIL STORAGE FACILITY <br />2004 SPCC <br />Located southwest of the shop/wazehouse and northwest of the Tube building (Figure 2), the bulk <br />oil storage facility consists of seven lazge tanks that are enclosed within earthen berms for <br />containment. Within the north containment cell the tanks aze vertically mounted, cylindrical, <br />single-walled steel tanks resting on a graveUrock pad. The two lazgest tanks (100,000 gallons <br />each) aze connected by pipes and are not operated at full capacity, but generally contain 50 to <br />90% of the total volume. Piping and valves aze above ground and visible. Drain valves are blind <br />flanged and located inside containment. The five other tanks for bulk oil storage within the <br />south containment cell aze also vertically mounted, cylindrical, single-walled steel containers <br />resting on a gravel rock pad. Diesel fuel (two 20,000 gallon tanks), used oil (one 20,000 gallon <br />tank), and blended used oil (two 20,000 gallon tanks) are stored here. Piping and valves aze <br />above ground and visible. Drain valves aze blind flanged and located inside containment. A 60 <br />foot long bermed runway with steel above ground piping connects the two containment cells. <br />Blended used oil refers to a mixture of relatively clean, but used crankcase oils and new diesel <br />fuel that is utilized by Trapper Mine in its blasting operation. Current practice is to accumulate <br />used crankcase oil in sumps located at the lube building and the maintenance shop. Once <br />accumulated, this oil is then pumped to the 20,000 gallon used oil tank. To get the desired <br />mixture of used oil and diesel fuel for blending, a tanker truck delivers new diesel fuel with used <br />oil. A series of pipes and valves connects the new diesel and the used oil tank with the blended <br />oil tank. Operators can control the blend by shutting off or opening the appropriate valves. <br />Procedures are posted onsite for blending the oil products. Piping from the Tube building and the <br />maintenance shop consists of a plastic pipe that is buried beneath the parking and access areas as <br />shown on Figure 3. <br />4.1.1 Oil Inventory <br />The potential to store 300,000 gallons of oil products (containers #1-#7) exists at the Bulk Oil <br />Storage Facility. However, normal operating volumes aze significantly less that this amount. <br />Table 1 describes in detail the containers and contents of each container at the facility. <br />4.1.2 Containment and Diversionary Structures <br />All oil products are stored in steel containers on a gravel/rock pad inside an earthen bermed <br />containment area. The earthen berm provides 250,000 gallons of containment, which is more <br />than adequate to hold the contents of the lazgest container plus an allowance for stormwater in <br />the event of a spill. <br />7 <br />
