Mine 2004 SPCC <br />• In general, the direction of flow, based on the overall site drainage pattern, is to the southwest. <br />In the unlikely event of a major spill that breached containment, oil product would accumulate in <br />the relatively flat area located on the north of the lobe building (Figure 2) or it would report <br />downstream to additional containment provided by CDPS Basin #002. <br />4.1.3 Conformance with Applicable Requirements <br />The overall housekeeping effort was observed to be good during the site inspection of May 6, <br />2004. The tanks, piping, and valves at the Bulk Oil Storage Facility appeaz to be in good <br />condition, based on visual inspections. Applicable state guidelines are assumed to be the same <br />as the Federal Regulations at 40 CFR Part 112, and therefore, under §112.7(j) the site is currently <br />in conformance with applicable requirements with respect to secondary containments. <br />4.2 GASOLINE TANK AND DISPENSER <br />The gasoline tank is a horizontally mounted, cylindrical, single walled steel tank located <br />approximately 50 feet east of the main office building. The tank rests on a steel structure that <br />provides access to the bottom of the tank, and a concrete walled containment cell surrounds the <br />tank. Gasoline distribution is accomplished by means of a conventional filling station style <br />pump that is operated by manual keypad (KeegazdT"' system) that prevents unauthorized access. <br />• The nozzle is equipped with an automatic shut-off device. Bollards and a concrete curb prevent <br />vehicles from colliding with the pump or the tank containment wall. Exposed piping is covered <br />with a metal grating, and there is a rail and chain bamcade to prevent personnel from <br />accidentally falling into the containment area. Warning signs are posted and there is a sight gage <br />on top of the tank. <br />4.2.1 Oil Inventory <br />The steel gasoline tank contains 15,000 gallons of unleaded fuel (#8 on Figure 2). <br />4.2.2 Containment and Diversionary Structures <br />A concrete wall surrounds the gasoline tank and piping. The volume of containment is 17,590 <br />gallons, which is more than enough to hold the contents of the gasoline tank plus an allowance <br />for stormwater in the event of a spill. <br />4.2.3 Conformance with Applicable Requirements <br />Currently, the tank, dispenser, and exposed piping at the fueling station appear to be in good <br />condition, based on a field inspection or May 6, 2004. Applicable state guidelines are assumed <br />to be the same as the Federal Regulations at 40 CFR Part 112, and therefore, under § 112.7(j) the <br />• site is currently in conformance with applicable requirements with respect to secondary <br />containment. <br />8 <br />
