<br />layer thickness may be authorized by the Engineer. Each Layer shall be <br />leveled and smoothed with suitable leveling equipment and. by distribution <br />of spalls and finer fragments of earth. If a situation exists wherein <br />the above method of construction is not practicable the Engineer may per- <br />mit rock fill material to be cast or end dumped. In such case sufficient <br />hand or machine work will be required to construct a compact, stable fill <br />and to finish the slopes to a neat, workmanlike appearance. <br />Embankments consisting predominantly of rock larger than 8" in greatest <br />dimension; either placed in layers, cast, or end dumped, shall not be con- <br />structed above an elevation 6 inches below the finished grade. The <br />balance of the embankment shall be composed of suitable material smoothed <br />and placed in layers not exceeding 8 inches in loose thickness and com- <br />paaced as specified for embankments. <br />Frozen materials shall not be used in construction of embankments. <br />During the construction of the dam, the embankment shall be maintained in <br />such condition that it will be well drained at all times. <br />203.09 Construction of Embankment and Treatment of Cut Areas with <br />Moisture and .Density Control <br />All embankments other than rock embankments are to be constructed with <br />moisture and density control. The moisture content of t'he soil at the <br />time of compaction shall be as specified or directed. <br />Within the areas indicated for construction on the plans, earth shall <br />be thoroughly scarified and the moisture content increased or reduced, <br />as necessary, to bring the moisture content to speclfications. This <br />scarified layer shall then be compacted to the relative compaction spe- <br />cified. The remainder of the area up to the top of the embanlanent <br />shall be constructed of suitable material placed at the moisture content <br />specified and compacted to the percent relative compaction specified. <br />All material in embankments designated on the plans shall be compacted to <br />the specified relative compaction. <br />Fill material shall be placed in layers not exceeding eight inches in <br />thickness and compacted to at least 95 percent of Standard Proctor dry <br />density (ASTM D-698). The .f ill shall be free from lenses, pockets, and <br />streaks or layers of material differing substantially in texture or <br />gradation from the surrounding material. Fill shall no L' be placed upon <br />a frozen surface, nor shall snow, ice, or frozen material be incorp- <br />orated in the fill. Any surface that becomes too hard and smooth for <br />adequate bonding with the succeeding layer shall be scarified parallel <br />to the axis of the fill to a depth of not less than 3 inches. <br />A lift shall not be covered by another lift until compaction complying <br />with the above requirements is obtained. <br />
