Haul road specifications aze contained in Appendix 5-1 which includes profiles and other <br />specifications such as width, gradient, surface specifications, cut and fill information and culvert and <br />ditch information. Specific discussions on the care and maintenance of the outslopes of the haul road <br />have also been described in Appendix 5-1. Road designs have been reviewed and certified by a <br />registered professional engineer as set forth in Appendix 5-1. Oakridge's haul road has been <br />designed to ensure that the construction, maintenance and post-mining conditions of the haul road <br />into and across the site will control erosion, siltation and the pollution of water entering and leaving <br />the azea which the road will cross. The slopes and culverts of the road were designed and aze <br />maintained in such a way to prevent additional contributions of suspended solids to run off outside <br />the permit azea. In addition, there aze no alternative design criteria or specifications other than the <br />proposed culvert spacing which deviates from the criteria set forth in Rule 4.03.1. <br />A section of the haul road crosses over the box cut spoil azea which filled a section of Cazbon <br />Junction Canyon within the permit azea. The watershed above this area is less than one squaze mile. <br />There aze no fords of ephemeral streams. No steep slope cuts aze involved with the subject haul <br />road. <br />The surfacing of the haul road has been described in Appendix 5-1. Initially, a layer of bedrock was <br />established for the haul road and covered with crushed rock and gravel according to the schematic in <br />Appendix 5-1. <br />Road drainage culverts have been designed to accommodate the ten yeaz 24 hour precipitation event. <br />Descriptions of culvert designs, placement, and protection for culvert inlets and outlets have been <br />discussed in Appendix 5-2. <br />The haul road is maintained with graders and other equipment necessary to provide smooth, <br />adequate surface for the hauling of coal from the pit azea to the staging azea. Also, an existing light <br />duty access road is used at the mine. The subject road has been identified on the applicable maps. <br />The existing road will be maintained and upgraded as necessary for mine access. It is expected that <br />the existing road will be graded and graveled with a 2" x 0" gravel for light duty vehicles. No 50-ton <br />coal haulers will use this road. <br />The haul road will remain as a permanent access to the property after mining has been completed. A <br />letter from the landowner has been enclosed in Appendix 5-1 authorizing the haul road to remain <br />after mining and reclamation for the post mining land use. The access roads will also remain as a <br />part of the post mining land use as described in Appendix 5-1. <br />2.05.3(4) Pouds, Impoundments and Diversions <br />The sediment control system for the mine is being substantially modified for the reclamation only <br />permit. The sediment control system will employ structures to contain runoff from a 10-yeaz, 24- <br />hour precipitation event. The sediment control system will include a new collection ditch from the <br />Permanently Reclaimed Spoils Area to Sediment Pond # 2, Sediment Pond # 2, three detention <br />sumps below the North Pit and North Pit outslope, and a detention sump below the reclaimed <br />TR09, TRll (v1.0) 5-8 Revised 3/98, 8/02 <br />
