Guidelines for Site Inspection by Professional Engineer National King Coal Mine Hesperus ,Colorado prepared by, Don R. May P.E. Regulations enforced by the State of Colorado's Mined Land Reclamation Bureau (bII.RB), require that "All coal mine waste banks shall be inspected .... ", sections 4.10.2 and 4.09.1(11). In addition section 4.05.06(10) of the regulations require inspection of the sedimentation pond and the drainage system. The regulations go on to specify guidelines for the frequency of inspection, what should be inspected and the reporting procedure. The following items summarize these requirements as I have interpreted them for National King Coal Mine. There are several stages during the construction of the waste bank where I am required to inspect and document the work with photographs. It is important that I be notified by the mine prior to beginning these stages of construction (see below). Critical Construction Phases Requiring Inspection 1.) Inspections must be performed at least on a quarterly basis. 2.) Inspections must be performed dunne and after construction of the tce drain at the bottom of the pile. The post construction inspection mu be performed, including color photographs, before the drain is covered. a.) If the tce drain is constructed in stages, as planned, this inspection must be repeated for each stage of constructions. 3.) Inspections, documented with photos, are required for any other drainage system including the placement of surface ditches, pipes or filters associated with the waste pile. 4.) In addition to 1, 2 and 3 inspections must be performed during any of the following critical construction periods: a.) Removal of organic material and topsoil from pile area. b.) Placement and compaction of fill materials on pile. c.) Revegetation. d.) Construction of sediment pond embankments and spillways. e.) Construction of mine yard drainage pipes and ditches. What Must Be Inspected 1.) Inspections shall include both visual observations and tests as necessary to ensure that all organic material and topsoil have been removed and that proper construction and maintenance are occurring in accordance with the plan submitted to MLRB.
