<br />Guidelines for Site Inspection by Professional Engineer <br />National King Coal Mine <br />Hesperus ,Colorado <br />prepared by, <br />Don R. May P.E. <br />Regulations enforced by the State of Colorado's Mined Land Reclamation Bureau <br />(bII.RB), require that "All coal mine waste banks shall be inspected .... ", sections 4.10.2 <br />and 4.09.1(11). In addition section 4.05.06(10) of the regulations require inspection of the <br />sedimentation pond and the drainage system. The regulations go on to specify guidelines for <br />the frequency of inspection, what should be inspected and the reporting procedure. The <br />following items summarize these requirements as I have interpreted them for National King <br />Coal Mine. <br />There are several stages during the construction of the waste bank where I am required to <br />inspect and document the work with photographs. It is important that I be notified by the <br />mine prior to beginning these stages of construction (see below). <br />Critical Construction Phases Requiring Inspection <br />1.) Inspections must be performed at least on a quarterly basis. <br />2.) Inspections must be performed dunne and after construction of the tce drain at the <br />bottom of the pile. The post construction inspection mu be performed, including color <br />photographs, before the drain is covered. <br />a.) If the tce drain is constructed in stages, as planned, this inspection must be repeated <br />for each stage of constructions. <br />3.) Inspections, documented with photos, are required for any other drainage system <br />including the placement of surface ditches, pipes or filters associated with the waste pile. <br />4.) In addition to 1, 2 and 3 inspections must be performed during any of the following <br />critical construction periods: <br />a.) Removal of organic material and topsoil from pile area. <br />b.) Placement and compaction of fill materials on pile. <br />c.) Revegetation. <br />d.) Construction of sediment pond embankments and spillways. <br />e.) Construction of mine yard drainage pipes and ditches. <br />What Must Be Inspected <br />1.) Inspections shall include both visual observations and tests as necessary to ensure that all <br />organic material and topsoil have been removed and that proper construction and <br />maintenance are occurring in accordance with the plan submitted to MLRB. <br />
