c. Replacement of four feet of overburden;
Response - Whenever we have discussed this issue with MLRD staff
previously, we were advised that it is best to state ranges of depth
rather than committing to specific depths. All available overburden
will be replaced at reclamation which should yield a profile depth
ranging from three to five feet. Costs are presented in the attached
revised estimate, assuming a four foot average depth.
d. Water bar/terrace construction;
Res onse - Previously, this cost component was included in the estimate
for overburden placement. In the revised estimate we have broken out
this cost per your request.
e. Diversion canal or drainage channel construction;
Res onse - As noted in our response to Question #15, we have deleted
this feature from the final reclamation plan.
f. Backfilling the waste stowage trench;
Response - Costs to place wastes in the stowage trench are a plant
operating cost and should not be included in reclamation bonding.
However, placement of overburden over the stowed wastes is appropriately
included in our estimate of reclamation costs. Previously, these costs
were included under the overburden placement account. We have broken
out an acreage for placement of overburden on the waste stowage site in
the attached revised estimate for your convenience.
g. Processing plant reclamation;
Response - WAI has no plans to dismantle the existing plant site.
Rather ,the plant will be likely converted to other beneficial use upon
cessation of lightweight aggregate manufacture.
h. Project foreman/supervisor for the 30 acre initial disturbance,
including volume and cost calculations.
Re:~ponse - The unit prices used for overburden placement, seeding, etc.
a1:L include supervisory labor. Details of the cost calculations and
voi.umes are provided per your request.
V~.
Ib~~~
