The plan shall provi~~- a description of potential sources which may reasonably be expected to add pollutant= to stormwater discharges that are not subject to effluent limitation guidelines. The plan shall identify all activities and materials which may potentially be pollutar~~ sources. This description of sources should agree with sources identified on the map. The plan shall include, at a minimum: i. An inventory and narrative description of significant materials that have bee treated, stared or disposed of in a manner to allow exposure to stormwater fro-_ January 1, 1990 to the present; method of on-site storage or disposal; materials management practices employed to minimize contact of these material with stormwater runoff between January 1, 1990 and the present; ii. A list of significant spills and significant leaks of toxic or hazardou pollutants that occurred at the facility from January 1, 1990 to the present;) iii. For each mining site area that generates stormwater discharges with a reasonabla~ potential for containing pollutants, identification of the potential pollutant=I which are likely to be present in the stormwatez discharges; and iv. A summary of any existing discharge sampling data describing pollutants in th-' stormwater discharges. e) Stormwater Oualit~,Controls. The SWMP shall include a description of stormwate-' quality controls to be implemented in areas that discharge stormwater that is nog subject to effluent limitation guidelines. The control measures shall reflec- identified potential sources of pollutants at the site. The description of stormwate`~ quality controls shall address the following minimum components, including a schedula~ for implementing such controls: i. SfdMP Administrator - The SWMP shall identify a specific individual c`~ individuals within the mining organization who is responsible for developing th ~ SWMP and assisting the mine operator in its implementation, maintenance, an revision. ii. Risk Identification and Assessment - The SWMP shall assess the potential c`' pollutant sources at the mine to contribute pollutants to stormwater discharge associated with mining activity. Each of the following shall be evaluated fc the reasonable potential for contributing pollutants to runoff: - loading and unloading operations; - outdoor storage of chemicals or equipment; - outdoor milling or processing activities; - historic mine drainage; - tailings ponds; - crushing facilities or significant dust and particulate generating activitie=,~ - on-site waste disposal practices; and - stockpiles of overburden, raw material, intermediate products, byproduct= finished products or waste products;
