Stormwater Mana¢ement Plan Contents and Requirements <br />d) D~criotion of Potential Pollutant Sources/Material Inventorvy. The plan shall provi~~- <br />a description of potential sources which may reasonably be expected to add pollutant= <br />to stormwater discharges that are not subject to effluent limitation guidelines. The <br />plan shall identify all activities and materials which may potentially be pollutar~~ <br />sources. This description of sources should agree with sources identified on the map. <br />The plan shall include, at a minimum: <br />i. An inventory and narrative description of significant materials that have bee <br />treated, stared or disposed of in a manner to allow exposure to stormwater fro-_ <br />January 1, 1990 to the present; method of on-site storage or disposal; <br />materials management practices employed to minimize contact of these material <br />with stormwater runoff between January 1, 1990 and the present; <br />ii. A list of significant spills and significant leaks of toxic or hazardou <br />pollutants that occurred at the facility from January 1, 1990 to the present;) <br />iii. For each mining site area that generates stormwater discharges with a reasonabla~ <br />potential for containing pollutants, identification of the potential pollutant=I <br />which are likely to be present in the stormwatez discharges; and <br />iv. A summary of any existing discharge sampling data describing pollutants in th-' <br />stormwater discharges. <br />e) Stormwater Oualit~,Controls. The SWMP shall include a description of stormwate-' <br />quality controls to be implemented in areas that discharge stormwater that is nog <br />subject to effluent limitation guidelines. The control measures shall reflec- <br />identified potential sources of pollutants at the site. The description of stormwate`~ <br />quality controls shall address the following minimum components, including a schedula~ <br />for implementing such controls: <br />i. SfdMP Administrator - The SWMP shall identify a specific individual c`~ <br />individuals within the mining organization who is responsible for developing th ~ <br />SWMP and assisting the mine operator in its implementation, maintenance, an <br />revision. <br />ii. Risk Identification and Assessment - The SWMP shall assess the potential c`' <br />pollutant sources at the mine to contribute pollutants to stormwater discharge <br />associated with mining activity. Each of the following shall be evaluated fc <br />the reasonable potential for contributing pollutants to runoff: <br />- loading and unloading operations; <br />- outdoor storage of chemicals or equipment; <br />- outdoor milling or processing activities; <br />- historic mine drainage; <br />- tailings ponds; <br />- crushing facilities or significant dust and particulate generating activitie=,~ <br />- on-site waste disposal practices; and <br />- stockpiles of overburden, raw material, intermediate products, byproduct= <br />finished products or waste products; <br />
