~.^'' ~.nRT I
Page is of 14
Permit No. CO-0027154
C. STORMWATER REQUIREMENTS
2. Stormwater Management Plan - Contents and Requirements
e) Stormwater Quality Controls (continued).
Factors to consider include the toxicity of the material; quantity of chemica'1
used; amount of material processed; the likelihood of contact with stormwatet,
and history of significant drainage, leaks or spills of toxic or hazardot~
pollutants. In each case where stormwater pollution potential exists.,
appropriate preventive measures must be Identified and implemented.
iii. Preventive Maintenance - A preventive maintenance program shall involy
maintenance of stormwater management devices (maintenance of dikes separati:~â
mine drainage from stormwater, cleaning oil/water separators, catch basins,
etc.) as well as maintenance of equipment and systems to prevent conditions the
could cause breakdowns or failures resulting in discharges of pollutants t~~
surface waters.
iv. Good Housekeeping - Cood housekeeping requires the maintenance of a clear-.
orderly facility. This part of the SWMP should address cleaning and maintenarcr
schedules, trash disposal and collection practices, grounds maintenance, etc.
v. Spill Prevention and Response Procedures - Areas where potential spills ca
occur, and their accompanying drainage points, shall be identified clearly i*
the SWMP. Procedures for cleaning up spills shall be identified in the plan ar'I
made available to the appropriate personnel.
vi. Best Management Practices - The SWMP shall contain a narrative description e''
the appropriate stormwater management practices for the Eckmari'Park and Mine
T'ahd-Z'. Based on an assessment of the potential of various =ourc_s ;t _ae sites
to contribute pollutants to stormwater discharges associated ::;th minir~â
operation, the plan shall provide estimated dates of compliance for when th
measures determined to be reasonable and appropriate shall be implemented are'
maintained. Any existing controls should also be discussed. The description a'I
the BMPs shall include:
(a) Stormvater diversion: Describe how and where stormwater will be diverte=''
away from material handling and storage areas to prevent stormwate:l
contamination.
(b) Materials handling and spill prevention: {there materials can impac~~
stormwater runoff, practices that reduce the potential for contaminating
shall be described and implemented.
(c) Sediment and erosion prevention: Describe practices that will be used t~~~
reduce erosion and prevent sediment delivery to State waters.
vii. Employee Education - The SWMP shall describe employee education programs tâ˘'
inform personnel at all levels of responsibility of the components and goals ~~~~
the SWMP. Education should address topics such as spill response, goy
housekeeping and material management practices. The SWMP shall identi?:
periodic daces for such instruction.
