Please specify how many cubic yards of topsoil will be <br />stockpiled during each phase for later replacement. Also, <br />please either show the topsoil stockpile locations on a map <br />f or describe their location. The staff strongly recommends <br />that the operator locate the topsoil stockpiles adjacent to <br />or outside of the 100 year flood plain. <br />7. Are there any areas which could he classified as wetlands <br />located within the permit boundaries? If so, an Army Corps of <br />Engineers 909 Permit may be necessary before any deposition <br />were to take place. <br />9. The operator must contact the Army Corps of Engineers <br />concerning the 904 permit requirements for placing the <br />proposed dikes (overburden placement areas) in the 100 year <br />flood plain. Please submit a copy of the correspondence and <br />the Corps evaluation of the dike proposal to the Division. <br />10. Please locate on a map the location of the plant, scale <br />house, associated roads and stockpile areas. Now many acres <br />will be affected by the plant site, office, parking, stock- <br />pile area, scale house and associated roads? <br />il. The staff recommends that the operator leave an undis- <br />turbed buffer strip of 100 feet between St. Vrain Creek and <br />the mine disturbance. This strip of land will protect a <br />portion of the most critical riparian wildlife habitat and <br />aid in reducing mine induced sediment load affects on the <br />St. Vrain. <br />C. Exhibit E - Reclamation Plan <br />1. Please identify the nature of the material to be used for <br />dike construction. <br />2. Until the development sites are actually zoned commerical- <br />industrial and residential, the operator should not make reference <br />to that possible land use. The area is zoned agriculture, there- <br />fore, agriculture and wildlife habitat should be the proposed <br />future land use and the lands proposed for future development <br />should be revegetated accordingly. <br />
