All construction and operation procedures identi[ied in and <br />submitted with the Major Aevelopment Permit application shall be <br />strictly followed. <br />18. This Major Development Permit shall expire 2 years from the date <br />of issuance if substantial construction has not occurred. <br />19. A truck with fire fighting capabilities shall be present when pipe <br />cutting, welding, or other activities, which have the potential [o <br />start wildfires, are performed to minimize fire danger. <br />20. A water quality monitoring plan shall be developed in cooperation <br />with Rio Blanco County, the BLM, EPA, and other agencies, which <br />addresses all issues to the satisfaction of Rio Blanco County. <br />21. A $1,500,000 performance bond be obtained for Rio Blanco County <br />to cover :oad impacts during the construction of this project. <br />22. American Soda, L.L.P. acknowledges chat County Road 83 is noc <br />winter maintained and that County Road 5, although winter <br />maintained, does not have a 24-hour a day snow plowing effort <br />and may be impassible to vehicles for periods of time during and <br />after storm events. <br />23. American Soda, L.L.P. wilt provide a re-route of Counry Road 83 <br />which includes all requested design and improvement changes <br />which have been determined acceptable to Rio Blanco County <br />before final approval by the Board of County Commissioners. <br />24. No significant changes or additions to the submitted application <br />shall be allowed without prior approve! from Rio Blanco Counry or <br />an approved amendment to the Major Development Permit. <br />25. Annual updates which summarize mining activities, workforce, <br />tonnage of materials mined, etc. shall be submitted to Rio Blancro <br />County. <br />26. This project shall be reviewed by the Rlo Hlanco Cotutty Piann~ng <br />Commission and Board of Commissioners at scheduled public <br />taeecings every five years to review for compliance with the <br />approved plans and to identify potential issues with the project. <br />
