(b) Not applicable. American Soda's mining operations will not result in acid
mine drainage.
(16) Cased Solution Mining Wells
QA/QC measures employed during construction of the solution mining wells
will be provided by mechanical integrity testing (MIT) of the wells prior to
operation. MIT will be demonstrated by a combination of methods, including
cementing records, pressure testing, well bore logs, and cement bond logs.
Guidelines for MIT, as established in 40 CFR 146.8, have been included with this
document as Attachment 5.
Well Field Piping
Construction criteria establishing QA/QC measures have been included with
this document as Attachment 6. The attached documentation provides the codes
and standards for selection, testing, preparation, and installation of the well field
piping.
Ponds
QA/QC measures to be employed for the 13-acre evaporation pond will be
submitted to the DMG as a technical revision prior to pond construction.
Specifications and construction criteria providing QA/QC measures for the 1-
acre stormwater retention pond have been submitted to the DMG as a technical
revision by letter dated April 16, 1999. It is not anticipated that this pond will
contain toxic or acid-forming materials as a part of the mining process.
Additional information can be found in the 112 Permit Application, Exhibit D,
Section 2.4, Ponds.
Processing Facility
QA/QC measures employed at the Piceance Site processing facility include all
systems that could provide containment in the event of a spill. These structures,
including the stormwater retention pond and the V-ditches that serve the pond,
have been designed to contain a spill from the largest tank on site. Smaller spills
will be managed with floor sumps in the processing area, chemical absorbents,
and preliminary response measures. Employees will be trained to effectively
manage spills of this nature. Additional QA/QC measures are addressed in the
Preliminary Response Plan.
(1~ (a) Site specific soils information is provided in the 112 Permit Application,
Exhibit I. Soils stockpiling is addressed in the Reclamation Plan, Section 4.0,
Development and Operations.
(b) Asite-specific soils description is provided in the 112 Permit Application,
Exhibit I. A soils survey map is included in Exhibit I, Figure I-1. Additional
A-6
