The water quantity measurements should be made. semi annually in the spring and fall. The stipulations <br />require the operator to notify the Division in the event of significant decreases in flow rates (above 20%) <br />not associated with a dry season for the region. If the operator did not complete the spring monitoring <br />requirement, the fall monitoring should be completed and the results submitted with the operator's annual <br />report. <br />Stipulation No. 2 requires water quality tests to monitor the springs and wells for potential contaminants, <br />if chemical methods of weed control aze used by the operator for the control of leafy spurge (a noxious <br />weed). There is no evidence in the file that the original operator started chemical weed control. Front <br />Range Aggregates must provide the Division a leafy spurge control plan. This should be done via a <br />Technical Revision to the permit Reclamation Plan. If other noxious weeds are present in the permit area <br />they should be included in the control plan. Once a weed control plan is identified and if an approved <br />plan includes the use of herbicides, the Division will then determined what parameters the water should <br />be tested for. <br />I hope this letter answers. your questions.
