Canany <br />Environmental Alternatives Division Director <br />410 Macon Natural Resource Trustee <br />Canon City, CO 81212 <br />/ ~ <br />Re: Front Range Aggregates, LLC, Parkdale Project, Permit No. M-1997-054, Water Monitoring <br />Deaz Ms, Bellantoni: <br />It is the Division's understanding that you have been retained by Front Range Aggregates to provide <br />technical expertise in regazd to their Parkdale Froject- Mining and Reclamation Permit. If you.represent <br />the company for any permit action such as revisions or amendments to the permit, please provide the <br />Division a copy of a letter naming you or your company as their representative. <br />Recently, you requested information regarding the requirement for water monitoring; under the Parkdale <br />Project Pem3it No. M-1997-054. The Division has not been checking the permit operator's compliance <br />with water monitoring requirements during their protracted period of bankruptcy proceedings. The <br />Division is pleased that the proceedings are over, that the permit has a new operator and that the operator <br />has retained a professional consultant to help them with permitting and compliance issues. <br />I have enclosed a copy of a Rider to the permit. The Rider was a result of the final E[earing and approval <br />of the permit application by the Mined Land Reclamation Board. The Rider identifies the water <br />monitoring requirements, which aze addressed in Sfi~3ulations 2 and,5. Stipulation Pdo. 2 requires the <br />monitoring of water quantity (flow rate) at two of 15 springs identified by the original applicant's <br />consultant, Azurite, Inc. and the monitoring of the static water elevations in the two monitoring wells <br />located along the southern permit boundary. You may have to contact Kenneth Klco of Azurite, Inc. <br />(719) 942-4178 to obtain the location of two of the fifteen springs that have been monitored. Stipulation <br />No. 5 requires monitoring of water quanfity and quality in the same manner as provided in condition No. <br />1 (should read Stipulation No. 2) for the Mazk N. and Jacque Brown /Robert and Susan Steers spring. <br />Since Stipulation No. 2 has no requirement for water quality monitoring, except in regard to chemical <br />weed control, only water quantity (flow rate) is required for that spring, until a chemical weed control <br />program is anticipated.
