Areas Subject to Effluent Limitations <br />- The enclosed SWMP maps show the area contributing runoff to the <br />various outfalls, along with the locations of the assorted Small <br />Area Exemptions scattered throughout the properties. Please note <br />that not all of the area denoted is disturbed, especially within <br />the TCC permit boundary. As previously noted, the Colorado Yampa <br />Coal (CYCC) operations have for the most part completed final <br />reclamation activities. Areas of current disturbance are primarily <br />associated with the underground mining operations of TCC. <br />Significant portions of the contributing areas for several outfalls <br />are approaching bond-release eligibility, and are possessed of a <br />substantial vegetative cover. All processing, storage, and <br />materials handling facilities associated with the CYCC Mines, 1, 2, <br />Eckman Park and TCC's Foidel Creek mining operations are contained <br />within the existing NPDES outfall contributing areas as shown on <br />the accompanying SWMP Map. Crushing and loadout facilities are <br />contained by Outfalls 003 and 005, while facilities drainage is <br />handled by outfalls 005-008. In addition, Outfall 005 handles the <br />portal source underground mine discharge and a portion of the coal <br />stockpiles. Outfall 006 handles washbay discharge and surface <br />runoff from facilities and storage areas in addition to the, coal <br />stockpile. <br />The Mine 3 Middle Creek Office and storage area is an approved <br />small area exemption, and is used primarily by the ranch operation. <br />A limited amount of materials are stored outside at the Middle <br />Creek Office, but do not pose a significant risk to the environment <br />in the event of stormwater runoff. <br />Map 24 (Surface Facilities and Freshwater Systems) of the Foidel <br />Creek CDOMG Permit C-82-056 shows the locations of the facilities <br />and storage areas currently in use under the primary area covered <br />by NPDES Permit CO-0027154. <br />Materials Inventory and Significant Spill History <br />- An inventory of materials stored on sight, within areas where the <br />stormwater discharges are not subject to effluent limitations under <br />the permit is limited to topsoil piles, limited equipment storage, <br />rockdust storage, and to stoker coal storage. While there are <br />several topsoil piles which lie outside the current NPDES outfall <br />contributing areas, these areas have BMPs in place which include <br />vegetative cover, rock filters, and berms. The rockdust tank area <br />and the stoker coal storage area lie within alternative sediment <br />control systems, and are not anticipated to contribute <br />significantly to the pollutant load for stormwater runoff. No other <br />significant materials are stored by the operation in the areas <br />subject to this specific SWMP with the exception of a limited <br />amount of equipment, which CYVCC feels do not pose a threat of <br />Page 3 <br />
