- Demonstration Area #2 (shown on the Mine 3 Stormwater Management Plan <br />Map) is located on the southwest edge of the disturbed area. This <br />demonstration area utilizes vegetative cover as the approved BMP. <br />The areas outside of the contributing area for the outfalls under NPDES <br />Permit CO-0027154 which are subject to this SWMP have been evaluated for <br />the presence of non-Stormwater discharges such as spoil springs. Such <br />evaluation is conducted as part of the annual spoil spring survey <br />required under CDOMG Permits C-81-071 and C-84-062. The annual survey <br />has shown a limited number of small spoil springs or seeps which are <br />mine related within the SWMP area, primarily at Mine 2, with a few very <br />minor seeps also being noted in the area of Mine 3. Given the minor <br />nature of the flow on Mine2 in conjunction with the water quality <br />observed from these seeps, CYVCC feels that the existing distance of <br />flow required to reach the receiving stream, in conjunction with the <br />vegetative community present renders further treatment unnecessary. <br />Likewise, the presence of the two minor seeps denoted on the Mine 3 <br />Stormwater Management Plan Map near the entrance to Mine 3 South are <br />negligible in terms of both quantity and quality, and as such these <br />seeps would have a negligible impact on receiving waters of the state. <br />Mines 1, 2, and Eckman Park <br />Given that the operation is in final reclamation and the remaining <br />facilities are used Twentymile Coal Company's operation, the operation <br />outside of the sediment pond drainage {subject to this SWMP) is not <br />exposed to risk of additional pollutants resulting from: <br />- Loading/unloading operations; <br />- outdoor storage of chemicals or equipment; <br />- outdoor milling or processing activities; <br />- tailings ponds; <br />- crushing facilities or significant dust/particulate generation; <br />- On-site waste disposal practices; <br />- stockpiles of overburden, raw material, intermediate products, <br />finished products, or waste products. <br />As previously addressed, CYVCC does not feel that the presence of spoil <br />springs and seeps outside of the existing NPDES outfall system <br />represents a significant risk or impact to the environment, especially <br />in light of observed water quality and volumes associated with the areas <br />in question. In addition, a number of water quality items related to <br />this area have been previously addressed within the C-81-071 document. <br />Page 9 <br />
