EXHIBIT-E <br />RECLAMATIONPLAN <br />Note #1 The following speck reclamation items were mod~ed by the State <br />Engineer's Office concerning water right information: Items 7&9; <br />Note #2 The following specific reclamation items were modified by the local office <br />of the State Land Board: Items 10, 11, 12, and 13. <br />The State Pit No. 38 will provide "pit-run" and crushed road-base materials for the <br />Moffat County highway system in the northern central portion of the county; the road- <br />base materials will be stored on the property until used. Whenever it is practical, the <br />operator will grade the mined-out portion of the excavation area, however, because some <br />materials may be stored in the disturbed area, the final grading and application of topsoil <br />will not be undertaken until the whole pit is ready for reclamation. Moffat County will <br />stabilize the topsoil stockpiles, and reclaim the affected azea with the seed-mix formula in <br />Exhibit E-1. <br />• Moffat County has as many as 18 active gravel pits on inventory at arty one time, <br />and finds it impractical to work with a different seed-mix for each project. In <br />1991, we asked specialists from BLM, Soil Conservation Service, Colorado <br />Division of Wildlife, Colorado Division of Minerals and Geology, and the County <br />Agent to design awed-mlz that would be acceptable for all of the County s <br />projects. The agencies recognized that it wasn't perfect, but they deferred to the <br />above formula, and for some I S years Moffat County has reclaimed its gravel pits <br />using this formula without a failure or complaint. <br />• The State ojColorado Board ojland Commissioners approved Mo,,(/at <br />County's seed-mirformula for the State Pit No. 38 on September 5, 2006, with <br />a signed statement by Lane W. Osborn, Manager of the Northwest District <br />Offce (See Exhibit E-1). <br />Specific Reclamation Information: <br />1. Moffat County will store overburden in stockpiles that will be stabilized and <br />protected from the forces of erosion. <br />2. The maximum gradient of all of the reclaimed slopes will be 4:1 (horizontal to <br />vertical). <br />3. The future use of the affected azea will be the same as the pre-mining use: <br />rangeland. <br />4. The operator will replace 6 to 10 inches of topsoil onto the disturbed and graded <br />areas, and will apply the approved seed-mix formula as specified in Exhibit E-1. <br />5. The topsoil will be disked to bind it into the sub-soil and it will either be drilled <br />:" to i" deep in the prepazed seedbed, or, the seed will be broadcast at the rates <br />specified in Exhibit E-1.
