2 <br />(Exhibit D Continued) <br />more than a year. Overburden stockpiles will be seeded with Moffat County's seed-mix <br />formula when the soil types are favorable for seeding, otherwise, the overburden piles <br />will be shaped and stabilized with wafer bars, berms and ditches. <br />Surface mining may occur anywhere on the permit area, but we intend to begin <br />operations neaz the access road and work toward the northeast, and the northwest corners <br />of the proposed affected azea as shown on Exhibit C-4. There are two mining procedures: <br />(1) the operator will use 5-yazd front-end loaders to excavate along a vertical face, and to <br />transport the material to the crushing and screening plant to produce the mad-base <br />materials; (2) the second mining procedure will be for "pit-run" materials -this sand, <br />clay and gravel will be loaded onto trucks and transported off-site to construction projects <br />in the county highway system as needed. In all cases, during periods of inactivity, the <br />vertical mining face will be sloped back for safety reasons. The operation will not impact <br />the hydrological balance, or create off-site damage; and the disturbed areas will be re- <br />vegetated according to the reclamation plan. <br />It is impossible for Moffat County to set an accurate timetable for mining. We expect to <br />operate this pit for 20 years, and we will likely open it in the spring of 2007 by crushing <br />azound 35,000 cubic yards of road-base, which will be stored in a stockpile until it is used <br />up. Depending on the needs, it might take four to six years for the maintenance crews to <br />deplete the stored materials; therefore, the principle use for State Pit No. 38 (after the <br />initial mining phase) will be stockpile reduction, and the occasional mining of "pit-run" <br />until we need to crush more road-base. <br />Moffat County will have to store overburden, topsoil, and crushed mad-base in the <br />mined-out portion of the mining area. In addition, our crushing pad and reclamation <br />equipment is very large, therefore, to operate within the permitted area, we expect to <br />develop a 15 acre excavation azea on the west side of the access road, and atwenty-five <br />acre excavation area on the east side. Where it is practical, we will slope, topsoil, and <br />seed the mined-out areas as we go, but experience tells us that our best reclamation <br />performance is to reclaim the pit after it has been mined-out and the stockpiles and <br />equipment have been removed. Moffat County knows from exploration holes and natural <br />exposures that gravel exists under most of the proposed affected area in quantities that <br />will justify the development of a gravel project. We expect to have the following average <br />profile: <br />Topsoil = 0 -1'; Overburden =1- 4'; Depth of gravel, clay & sand = 4' -11'; <br />Total average depth of excavation = 11' (+/-).
