<br />(ii) The results of these decisions shall be formulated in Subsection 6.3.4 or <br />6.4.5. <br />Exhibit "E" of this application, of +vhich this is a part, had all of these decisions <br />formulated into what the operator believes is an appropriate and workable <br />Reclamation Plan. <br />3.1.3 Time Limit and Phased Reclamation <br />The operator will carry reclamation to completion with all reasonable diligence. <br />No phasing is planned for this operation. Instead, mining +vill steadily move both <br />north and west until the entire south portion is opened, and then move north until <br />completion. As mentioned earlier, reclamation will be an ongoing procedure <br />following mining and processing as closely as operationally feasible. <br />3.1.4 Public Use <br />The owner/operator does not plan on allowing the public to use this private <br />rangeland. <br />3.1.5 Reclamation Measures -Material Handling <br />(1) Grading shall be carried on so as to create a final topography appropriafe <br />to the final land use selected in the Reclamation Plan. <br />(2) When bacl:filling is part of the Flan <br />No backfilling is proposed, and there are no acid-forming or toxic materials to be <br />leached. <br />(3) All grading will be done in a manucr to control erosion and siltation of the <br />affected lands, to protect areas outside the affected lands from slides and other <br />damage. If not eliminated, all high+valls, if an}', shall be stabilized. <br />There will he no ltighwalls in this operation. <br />(4) All backfilling and grading shall be completed as soon as feasible after the <br />mining process. The operator shall establish reasonable timetables consistent <br />++'ith good mining practices and reclamation procedures. <br />The operator proposes to backslope and topsoil the affected areas as soon as <br />reasonably consistent with mining, stockpiling and equipment movement. <br />Reclamation will follo+v mining as closely as operationally feasible. <br />(5) There are no refuse, acid-forming or toxic materials that will be mined or <br />handled on this site that could cause unsightliness or affect the drainage system. <br />
