Biosolids Monitorine <br />a) Biosolids Monitoring and Reporting: Permiaees that practice any methods of biosolids disposal, including <br />• beneficial use, landfilling, or any combination of disposal methods, are required to determine and report the <br />annual rate of biosolids produced. Annual biosolids production and a description ojbiosolidr disposal <br />practices are to be included in an annual report. Additional requirements apply if land disposal for <br />beneficial use is practiced. <br />b) Land Application of Biosolids for Beni cial Use <br />The discharge of solid waste to land for disposal is regulated by the Colorado Solid Wastes Disposal Sites <br />and Facilities Act (30-20, Pan 1 C.R.S. 1973) Biosolids Regulations ,Regulation Number 64 Section <br />30.20-102(6) of the Act provides an exemption from the Certificate of Designarion requirement for biosolids <br />which are used in a beneficial manner and where the disposal of such biosolids is designated as meeting all <br />applicable regulations ojthe Department, including the Biosolids Reeulations. <br />The Bowie No. 2 Mine wastewater treatment facility is a "Treatment Works Treating Domestic Sewage" <br />(T'WTDS) as that term is defined in the Biosolids Relations. §64.9. As such, the requirements of the <br />Biosolids Regulations are applicable to biosolids produced at this WWTF and which are land applied for <br />beneficial use. The requirements imposed in this permit will be consistent with the Biosolids Regulations. <br />See Part /.A.2.d. of the permit for specific requirements. <br />There are pathogen reduction and vector attraction reduction alternatives, in addition ro those identified in <br />Part I.A.2.d. of the permit which may be allowed per the Colorado Biosolids Regulations. §64.12.B and C. <br />/f the permittee intends to use one of these alternatives the Division and EPA must be informed at least 30 <br />days prior to its use. This change may be rttade without additional public notice. <br />Requirements of the Biosolids Regulations are in addition to the monitoring requirements noted above. <br />• <br />
