• Restoration. Unless SCC requests retention of haul roads for postmining land use and the Division <br />approves such request, immediately after the road is no longer needed for operations, reclamation, or <br />monitoring: <br />a. The road will be closed to vehicular traffic; <br />b. The natural-drainage patterns will be restored; <br />c. All culverts will 6e removed; <br />d. Roadbeds will be ripped, plowed and scarified; <br />e. Fill slopes will be rounded or reduced and shaped to conform the site to adjacent terrain and to <br />meet natural-drainage restoration standards; <br />f. Cut slopes will be shaped to blend with the natural contours; <br />g. Terraces will be constructed as necessary to prevent excessive erosion and to provide long- <br />term stability in cut-and-fill slopes; <br />h. The regraded area will be reclaimed in accordance with the. approved reclamation plan; <br />i. Unless otherwise authorized by the Division, all road-surfacing materials will be removed, <br />hauled or conveyed and disposed under 4.11.4. <br />Access Roads. There are approximately 3.0 miles of existing and proposed access roads within the <br />mine area. These roads are shown on Exhibits 20-2 and 20-2A, Posimining Topography and include: <br />• Interim Oil Well Access Road -begins near the north end of Haul Road A and extends 1,558 <br />feet to an active oil well. 10.3 mi.l This road was replaced with the Postmina Oil Well Access <br />Road in 2003. <br />• Postmine Oil Well Access Road - a permanent access road that begins near the north end of <br />Haul Road A and extends 1,743 feet to an active oil well. {0.3 mi.l <br />Ridgeline Access Road - a proposed permanent access road that connects Haul Road G with <br />Haul Road H. 12.5 mi.) <br />- Coal Carries Access Road = a.permanent access road to service coal carriers shop 10.1 mil.- <br />As required by Section 4.03.21flliil, SCC is providing the following "relevant showing" statement in lieu <br />of certification for the design and construction of the Coal Carrier Access Road. This road was <br />constructed prior to August i, 1995 and is located near the eastern end of the Tie-Across Haul Road. <br />As required by Section 4.03.211) this access road was constructed during the same time frame and <br />presumably to the same standards and construction methods as were previously approved for the Tie- <br />Across Haul Road. Over the past 12 + years this access road has had the same type of care and <br />maintenance that is conducted on the Tie-Across Haul Road. The existing road is of adequate width for <br />the intended use, the road has an adequate gravel surface, the ditches are open and functioning as <br />intended, and the road surface is maintained by motor grader and watered on an as•needed basis. As <br />. such the SCC believes that the requirements of Rule 4.03.2121, 131, 141, 151, and 161 have also been met <br />to the extent that compliance with requirements can be observed and evaluated. <br />TR-50 28 Revised 04/05 <br />
