4. Rule 6.4.3 (f) states that in conjunction with Exhibit G -Water Information, further water resources <br />information is to be presented on the map in this section. Please identify any other water related features <br />including wetlands and irrigation features. <br />5. Rule 6.4.3 (g) states that the map(s) must show the owner's name, type of structures and location of all <br />significant, valuable, and permanent man-made structures contained on the area of affected land and within <br />two hundred (200) feet of all boundaries of the affected land. Although some of these features appear on the <br />Pre-Mining and Mine Plan Map, many do not identify the owners of these structures. Please identify the <br />owners of all the applicable structures identified in this rule. <br />Rule 6.4.4 Exhibit D- Minine Plan <br />6. Rule 6.4.4 (a) requires the Operator/Applicant to supply a description of the method(s) of mining to be <br />employed in each state of the operation as related to any surface disturbance on affected lands. Section (a) of <br />the submitted Mining Plan states that the method of mining will remain consistent throughout Phases A, B, C, <br />and E. The plan later states, however, that Phase C will be prepared utilizing trenched dewatering techniques <br />and mined with an excavator and/or front-end loader. This differs from the processes described for Phases A, <br />B, and E. Please clarify this discrepancy. <br />Also related to Rule 6.4.4 (a), the applicant, at the time of the pre-operational inspection, indicated that the <br />plan calls for the possible installation of a processing plant. Although the locations of a portable crusher, <br />portable asphalt plant, and a portable concrete plant are identified on the Pre-Mining and Mine Plan Map, no <br />mention of these facilities is made in the Mine Plan itself. Please include a description of these features and <br />their usage in the Mine Plan. Additionally, please describe how the facilities will be managed to ensure <br />groundwater and surface water will not be impacted. Please describe the nature and storage locations (if <br />applicable) for all hazardous material (including fuel) that will be used on site and the measures used to <br />contain them in the event of a spill or leak. <br />8. The applicant states that water from Phase D will be pumped via a pipe and/or channel to the <br />detention/settling pond shown in exhibit C. Please identify which system(s) will be used to transport water to <br />the detention pond and include this information on Exhibit C. <br />Rule 3.1.9 (1) states that where it is necessary to remove overburden in order to mine the construction <br />materials, topsoil shall be removed and segregated from other spoil. The submitted mine plan states, "Topsoil <br />(where applicable) and overburden will be sequentially removed from each phase with scrapers, dozer and /or <br />motor-grader. Such material will be placed in perimeter berms as shown on Exhibit C." Exhibit C indicates <br />that topsoil and overburden will be segregated and both used as berms. The topsoil and overburden stockpiles <br />in Phases A, B, C, and D, appear to be immediately adjacent to one another on Exhibit C. Please describe <br />how the overburden will be graded to prevent disturbance and mixing of topsoil during reclamation. This <br />Rule further states that if such topsoil is not replaced on a backfill area within a short time enough to avoid <br />deterioration of the topsoil, vegetative cover or other means shall be employed so that the topsoil is protected <br />from erosion, remains free of any contamination by toxic or acid-forming material, and is in a usable <br />condition for reclamation. Please specify what measures will be taken to fulfill this requirement. The <br />submitted reclamation plan states that topsoil berms along the western mining limits of phases A and B will <br />be employed to act as detention for potential stormwater. Please indicate how the topsoil stockpiles used for <br />detention of stormwater will be protected from erosion and undercutting. <br />10. Rule 3.1.10 (6) states that methods of weed control shall be employed for all prohibited noxious weed species. <br />During the pre-operational inspection, Canada thistle was observed at the site. Please submit a weed control <br />plan with the permit application materials. <br />
