Twentymile Coal Company: Fish Creek & Rail Load Out <br />U.S. Waters Inventorv & Wetland Delineation <br />& 2). This proposed development would construct two access roads to the two areas <br />I • surveyed. <br />4.0 CLIMATE , ENVIROIV'MENTAL RESOURCES & LAND USE <br />' These Twentymile Coa] Company project areas are located south of the <br />Yampa River along the Fish Creek Drainage. They have a continental climate <br />influenced by the pro~dmity of adjacent mountain ranges. Elevation ranges from <br />about 6,600 feet to 7,000 feet above msl. Annual precipitation averages about 28 <br />inches. Annual average temperature is about 46 °F. The frost-free period is about <br />105 days. <br />Fish Creek is the main, perennial riverine water body within the area. Fish <br />j Creek has a well-defined channel with steeply cut banks common along the <br />watercourse. It has an active defined flood plain and terracing is evident along the <br />creek. <br />I • The area has been used historically for livestock grazing, irrigated pasture <br />and mining. The survey area at Fish creek is used as rangeland pasture and for <br />I mining at the Rail Road Load Out. <br />5.0 INVENTORY AND DELINEATION METHODS <br />Waters of the United States include all areas subject to regulation by the <br />COE/EPA pursuant to the Clean Water Act ("CWA'~. Waters of the United States <br />include special aquatic sites and jurisdictional wetlands as defined by the Corps of <br />Engineers ("COE") and the Environmental Protection Agency ("EPA") at 40 CFR <br />230.3. By regulatory definition Waters of the United States include the territorial <br />seas; interstate waters; navigable waterways; special aquatic sites; headwaters and <br />wetlands that aze, have been, or could be used for travel, commerce or industrial <br />purposes; and includes tributaries and unpoundments of such waters (33 CFR <br />328.3). Of particular importance to this site is the inclusion in Waters of the United <br />States of "all other waters such as intrastate lakes, rivers, streams (including <br />• <br />Habitat Management, Inc. 2 7/20/01 <br />
