Emission Permit 91ME373F-2 currently details a Fugitive <br /> Particulate Flnissions Control Plan (enclosed) for the existing gravel miring <br /> operation. It should be noted that this permit is in the "Initial Approval" <br /> stage which allows certain elements to be changed before preceding to the <br /> "Final Approval" stage. A final approval inspection will be carpleted later <br /> this spring after the source resumes activity. <br /> According to the petitioner, material stockpiles are stabilized with a <br /> chemical surfactant while the graveled haul roads are primarily controlled for <br /> dust by application of magnesium chloride. Mr. Logue failed to include these <br /> details in Paragraph 9 of Page 6. These dust control methods are considered <br /> to be acceptable and can be used instead of frequent (i.e. daily) watering. <br /> It should also be noted that the source is subject to a 20% opacity limit and <br /> no off-property transport of visible emissions as per Regulation No. 1. of the <br /> Colorado Air Quality Control Commission Regulations. The screener is subject <br /> to the 10% opacity standard required wider New Source Performance Standards <br /> for Nonmetallic Mineral Processing Plants. <br /> Finally, this Department does not consider the propos expansion f the <br /> mining area to require a separate permit from 911.1E373F-1, a proposed <br /> expansion will be reflected in the final approval inspection report to be <br /> submitted to the Air Pollution Control Division/Colorado Department of Health. <br /> Reviewed by: r;y_L.
